Rehabilitation of Sunyani Airport - Terminal Building and Airside (Runway, Apron & Taxi-Link) Pavements

1. Ghana Airports Company Limited intends to apply part of its budgetary allocation to payments under the contract for Consultancy services for “Rehabilitation of Sunyani Airport”.
2. The services include architectural and engineering studies for the rehabilitation of Airfield Infrastructure and Expansion of existing Terminal Building at Sunyani Airport.
The scope of service includes the following:
i) Remodeling and design of existing Terminal Building.
ii) Design of the runway, link taxiway, passenger apron and all associated ancillary facilities (pavement marking, aeronautical ground lighting, drainage system, provision for future fuel mains, etc.)
iii) a. Design Option1-Rehabilitation of existing runway length, existing passenger apron (to accommodate two (2) aircraft- type designated for use at Aerodrome reference code 3C) and existing link taxiway.

b. Design Option 2-Extension of existing runway length to a
minimum total length of 1600 metres and a maximum
length of 1800 metres depending on the availability of right
of way for runway alignment (Aerodrome reference code 3C); and expansion of existing passenger apron (to accommodate two (2) aircraft-type designated for use at Aerodrome reference code 3C) and link taxiway.

c. Design Option 3-Extension of existing runway length to a
minimum total length of 2000 metres and a maximum
length of 2500 metres depending on the availability of right
of way for runway alignment (Aerodrome reference code 4C); and expansion of existing passenger apron (to accommodate two (2) aircraft-type designated for use at Aerodrome reference code 3C and one (1) aircraft-type designated for use at Aerodrome reference code 4C) and existing link taxiway.

iv) Preparation of Tender Documents.
v) Preparation of Environmental and Social Impact Assessment (ESIA) associated with the project.
vi) Preparation of Environmental and Social Management Plan (ESMP) associated with the project.
vii) Project Management Services (Construction supervision of works).
viii) Monitoring of the implementation of Environmental and Social Management Plan (ESMP) to ensure compliance.
3. Ghana Airports Company Limited now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. For evaluation of the expressions of interest the following criteria among others will be applied:
i) Evidence of official incorporation of firms and their geographical
locations.

ii) Evidence of licensing and professional engineering registration of firm (or firms) in accordance with Engineering Council Act, 2011 (Act 819) in Ghana; and Architects Registration Council of Ghana (ARC), Architects Decree 1969, NLCD 357. Firms must be licensed and registered in accordance with Act 819 to practice engineering in Ghana. However, for foreign firms, evidence of equivalent licensure in their home country shall suffice for short listing purpose whilst steps are taken to meet the mandatory requirements of Act 819 (and Architects Decree 1969, NLCD 357) for subsequent phases of the procurement process.
iii) Valid Tax Clearance Certificate, VAT, SSNIT.
iv) General experience of firm in the airports projects.
v) Number of similar assignments by the firm.
vi) Firm’s experience in sub Saharan Africa.
vii) Availability and experience of relevant key personnel in similar assignments. Personnel must be licensed in accordance with Act 819 (to practice engineering) and Architects Decree 1969, NLCD 357 (to practice architecture) in Ghana. However, for foreign firms, evidence of equivalent licensure of engineering personnel in their home country shall suffice for short listing purpose whilst steps are taken to meet the mandatory requirements of Act 819 (and Architects Decree 1969, NLCD 357) for subsequent phases of the procurement process.

4. A consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) as amended.
