Local And International Private Investors To Indicate Interest To Supply The University Of Ghana With Renewable And Sustainable Energy To Augment Supply From The Electricity Company Of Ghana Limited.

The University of Ghana is desirous of introducing additional electric power supply options (renewable) to drive down the cost of energy for the University. The University is interested in green and clean options that are reliable and affordable.
The Electricity Company of Ghana Ltd would be maintained as part of the primary suppliers and the alternative sources including solar and biogas would augment their supply. The University intends to partner interested local and international private investors with expertise in renewable energy to supply up to 40% of its current power needs. This is in line with the Government of Ghana’s agenda to promote the inclusion of renewable energy in the power delivery system. This
initiative would support Sustainable Development Goal 7 which seeks to increase access to affordable and clean energy generated by renewable sources.
This Request for Expressions of Interest (REOI) is outlined according to the energy-mix and the energy conservation measures the University intends to adopt as projects. Interested investors may express interest in one project or multiple projects.

Interested firms shall be required to provide various project development and financing options including a Build, Own and Operate (BOO), Build, Own, Operate and Transfer (BOOT) and Build, Operate and Transfer (BOT) arrangements.

PROJECTS
PROJECT 1: SUPPLY OF SOLAR ENERGY
OBJECTIVE:
The intent of this project is to increase the University’s utilization of renewable sources for energy generation. It is also intended to increase savings on energy and reduce its utility bills through the provision of reliable energy that ensures some energy independence.
The project which is subdivided into two lots would require interested parties to design, develop and build solar photovoltaic (PV) systems for the University of Ghana. These systems should provide up to 2 MW of grid-tied solar energy.

Lot 1: - Solar Farm: The University of Ghana will provide land for the
development of a solar farm to supply 1MW of power.

Lot 2: - Roof Top Solar: Roof tops and carparks of existing structures would be available for the supply of up to 1 MW of power.

PROJECT 2: DEVELOPMENT OF A BIOGAS PLANT

OBJECTIVE:
The intent of this project is to support the University’s vision of promoting a sustainable green environment and mitigate climate change while reducing the cost of its energy bills.
Project 2 would require interested parties to supply the University of Ghana with up to 100 kW of electrical power from a biogas plant.

PROJECT 3: ENERGY CONSERVATION SYSTEMS

OBJECTIVE:
The intent of this project is to reduce excessive energy consumption by the University Community through the adoption of measures that would facilitate energy savings to the maximum.

This project would require interested parties to:
a. Install power saver technologies that would reduce consumption of energy by devices at the University’s Academic and Administration Facilities.
b. Replace non-LED lamps with LED lamps at the University’s Academic and Administration Facilities and Halls of Residence.
c. Introduce motion sensors in public access areas such as walk ways,
washrooms and lecture halls.

PROJECT 4: REFURBISHMENT OF STREET LIGHTS

OBJECTIVE:
The intent of this project is to replace street lights with LED lamps to minimize the consumption of energy and increase the life span of lamps.
Project 4 would require interested parties to:
a. Replace existing non-LED street lamps with LED lamps for selected streets.
b. Install solar LED street lights at selected streets.
c. Replace existing faulty street light electrical cabling

GENERAL REQUIREMENTS

Eligible Operators must submit Expressions of Interest indicating the following:
• Company profile with an organizational chart listing Board of Directors and beneficial ownership
• Show relevant track record of at least three (3) previous assignments of similar nature and complexity undertaken within the last ten (10) years.
• A brief on the vision of the Operator for delivering the objectives of the particular project.
• Demonstration of financial/ technical personnel capability of the Operator as well as the management skills to maintain the systems.
