The Ministry of Lands and Natural Resources has applied for financing from the World Bank toward the cost of the Land Administration Project Phase 2 Additional Financing, and intends to apply part of the proceeds for consulting services.

The Project will be implemented through four-interrelated Components, namely:

1. strengthening the Policy, Legal and Regulatory Framework for Land Administration;
2. decentralizing and improving Business and Service Delivery Processes;
3. providing improved Maps and Spatial Data for Land Administration; and
4. engaging in Human Resource Development and Project Management.

The objective of the Consultancy is to provide technical assistance in terms of conducting needs assessments for five (5) Client Service Access Unit (CSAU) in total; refurbishment of two (2) existing buildings and design review for construction of three (3) new CSAUs.

The assignment is in two phases:
1. Phase 1 of the assignment covers the pre-contract activities including inspection, review, production of designs, selection and engagement of contractors for the construction of the building.

2. Phase 2 covers contract management and supervision of construction and refurbishments of the CSAUs.

Specifically the assignment will cover the following;

1. Refurbishment and conversion of Offices for CSAU in Tema (Greater Accra Region) and Wa (Upper West Region)

2. Review design of Prototype CSAU buildings in Cape Coast (Central Region), Sunyani (Brong Ahafo Region) and Ho (Volta Region).

Each Phase will have its own Contract Form, that is, Phase 1 will be Lump Sum and Phase 2 will be Time Based Contract. Both Contracts will be signed at Contract Award. However, execution of the Phase 2 is contingent on Client’s satisfaction of Consultant’s delivery of Phase 1.

The consulting services (“the Services”) include the construction of three new CSAUs at the regional offices for the Lands Commission in Cape Coast, Sunyani and Cape Coast and the refurbishment of two offices for conversion to CSAUs in Tema and Wa.

It is estimated that 44 professional staff-months will be required over a 15 months period. The assignment is expected to start in January, 2019.

The duration of the consultancy shall be for a period of 15 months comprising 3 months for design review and pre-contract activities, (Phase 1) and 6 months Construction Supervision (Phase 2) and 6 months Maintenance Period.

The Lands Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a. Core business of the firm should be architectural.
b. At least 10 years in business
c. Relevant experience in the design and supervision of office buildings
d. Must have availability of appropriate skills among staff.

Key Experts will not be evaluated at the shortlisting stage.
