The Ministry of Works and Housing has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.

The Project will be implemented through four-interrelated Components, namely:

1. Climate Resilient Drainage and Flood Mitigating Activities;
2. Solid Waste Management Capacity Improvements;
3. Participatory Upgrading of Targeted Flood Prone Low Income Communities and Local Government Support; and
4. Project Management.

The Ministry of Works and Housing wishes to recruit a qualified consultant to fill the following position in the Greater Accra Resilient and Integrated Project.

Post Title: Monitoring and Evaluation Specialist
Duty Station: Project Coordination Unit, Ministry of Works and Housing, Accra.
Duration: One (1) year, renewable based on performance.

1. Objective of the Assignment
The main objective of this assignment is to support the effective implementation of the project by assisting the Project Coordination Unit (PCU), the Project Implementation Units (PIUs) of the four implementing Ministries, and the Project Support Units (PSUs) of the participating local governments to compile the baseline conditions of the basin and conduct periodic monitoring to ensure performance is in tandem with the project goals and work plan.

2. Scope of Services
The Monitoring and Evaluation Specialist will be responsible for leading and guiding the development and implementation of a project monitoring and evaluation system with stakeholder participation; and will report directly to the Project Coordinator.

The functions of the M&E Specialist will cover, but not limited to, the following:

a. Data Collection
i. Review all relevant documentation to establishing the M&E framework and MIS system for the GARID Project including the Financing Agreement, Project Appraisal Document and Project Implementation Manual.
ii. Design the framework for undertaking M&E for the Project, including an Overall Project M&E Plan, Annual & Quarterly M&E Work Plans, identifying key performance indicators, timing, baseline data, data sources – organization and persons, data collection methodology and templates, key assumptions, cost implications, and flow chart (s).
iii. Design and implement systems to collect all the necessary data to monitor the Project’s Results Framework, with particular focus on identified high risk areas, and including as needed, the design of data collection instruments.
iv. Review all the deliverables of consultants contracted to the project, with a view to conduct relevant data mining, assist with contract management and populate the project’s management information system.
v. Undertake regular visits to the field to support implementation of Project’s M&E framework and to identify where adaptations might be needed.
vi. Assist implementers/implementing agencies to establish monitoring systems for their project components and subcomponents
vii. Ensure that, in general, project monitoring arrangements comply with the Project Financing Agreement and Project Appraisal Document.
viii. Work with appropriate institution/stakeholder to develop indicators for gender and environment;
ix. Develop and maintain partnerships with civil society organizations to assist in the monitoring and evaluation of the project;
x. Assist the Project Coordinator by leading the process to prepare project progress reports on a quarterly, half yearly and annual basis for onward submission to the National Steering Committee which will eventually form the basis of the M&E report to the World Bank and other Development Partners;
xi. Supervise data collation, entry and generation of analyzed data and information on all M&E activities;
xii. Establish and frequently update the Project Management Information System;
xiii. Support the Land Use and Spatial Planning Authority to establish the Geospatial Asset Management System and ensure routine updates on performance of the various assets developed under the project;
xiv. Collaborate with other focal persons for timely submission of data in the form and format required for reporting;
xv. Support the design and execution of baseline surveys in the project areas where they are not available;

b. Capacity Building and Effective Cooperation
i. Organize meetings with those responsible for data collection related to the Project to identify shared objectives, and ways to work together and support each other.
ii. As needed, organize and conduct capacity-building and training workshops to support and strengthen the Project’s M&E, including data collection consultants, external partners involved in data collection, primary stakeholders and the various partner organizations involved in implementing the Project.
iii. Collaborate with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
iv. Identify implementation lags and advise on appropriate corrective measures

c. Dissemination of Information
i. Design and prepare Annual Implementation Progress Reports that include the required data, as well as any explanatory or additional information that is valuable for understanding, interpreting, and responding to what is seen in the data.
ii. Guide PIU and PSU staff and implementing partners in preparing their progress reports, including through standardized templates as appropriate.
iii. Draft consolidated quarterly implementation progress reports working closely with the PCU, PIU Leads, technical and fiduciary staff and implementing partners, for the PCU to submit to the relevant bodies, in accordance with approved reporting formats and timing.
iv. Guide the regular sharing of the outputs of M&E findings with project staff, implementing partners and primary stakeholders.
v. Inform and participate in external supervision and evaluation missions.

d. Resource Management
i. Prepare a budget for expenditures for all activities and expenses related to M&E.
ii. Prepare and produce Terms of References for individuals and firms hired to support the M&E activities.
iii. Supervise M&E consultants to ensure that work is carried out in accordance with specifications and plans.

e. General
i. Perform other related functions assigned from time to time by the Project Coordinator
ii. Review progress reports submitted by implementers and advise accordingly
iii. Archive lessons learnt from M&E practices
iv. Lead the PCU’s preparations and reporting required for implementation support missions and facilitate Mission Team Members access to monitoring and evaluation data including updating the Results Framework regularly using relevant approaches and data based on direct personal knowledge of the field situation;
v. Lead in the design and supervise the implementation of all relevant studies, including the mid-term and end of project independent impact evaluation study.

3. Deliverables
The Monitoring and Evaluation Specialist (MES) is expected to:
a) Design and implement the overall monitoring and evaluation (M&E) framework and management information system (MIS) for the Project, including necessary instruments and tools.
b) Collect, compile, clean, and analyze data and report. This includes collection of data on both Intermediate, Project Development Objective indicators, and other relevant monitoring indicators (to be defined) from various agencies and sources, and prepare all of the Project’s M&E reports, in line with the Results Frameworks’ specifications, and on schedule.
c) Establish as part of the M&E Framework metrics that capture the contribution of the project to the higher level outputs and outcomes of the government of Ghana.

4. Qualification and Experience Required
The Monitoring and Evaluation Specialist shall have the following qualifications and experience

• Master’s degree in Engineering, Statistics, Economics, Development Studies, Business Administration, International Development, Environmental Sciences, Social Science, Management, or related field.
• Competence certification in Monitoring and Evaluation, or other proof of skills based training
• At least 7 years of work experience in a field related to Drainage, Solid Waste Management, and Community Upgrading Projects of which 5 years should have been at a Senior Management Level.
• At least 5 years of experience in M&E design and implementation at a programme level and project level.
• At least five years’ experience supervising, designing, and implementing data collection and/or field work activities
• Previous experience in using data to inform strategic decisions
• Proven involvement with, and good knowledge of, donor partners and government of Ghana projects.
• Demonstrated ability to manage collaborations in multi-sectoral interventions and between multiple organizations
• Good knowledge in government operations and procedures
• Knowledge in designing and field-testing surveys and other data collection instruments and methods. Good knowledge of results frameworks and reporting requirements for development partner supported projects;
• Must demonstrate good analytical, writing, communication and interpersonal skills;
• Capacity to work under tight deadlines and to handle potentially controversial and/or very sensitive issues that require clarity, accuracy and speedy responses.
• Familiarity with existing policies on floods, sanitation as well as competence in multiple Ghanaian languages.
• Proven knowledge in indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and reporting.
• Good knowledge of concepts and framework for monitoring and Evaluation and Result.
• Proven knowledge in Project Management
• Strong oral and written communications skills in English
• Advanced user of Microsoft office suite (Excel, Word, Power Point), GIS and the internet


5. Required Competencies
i. Understand basic monitoring and evaluation (M&E) concepts and the purpose of M&E
ii. Ability to clearly define the project cycle and results chain (activities/process/outputs/outcomes/impact)
iii. Ability to harmonize goals, objectives and design and apply different types of frameworks used for monitoring and evaluation
iv. Knowledge of qualitative and quantitative techniques for data collection
v. Ability to define and develop good indicators
vi. Sound knowledge and ability to select appropriate evaluation designs/methods and develop evaluation study
vii. Ability to make effective decisions about data collection
viii. Knowledge of techniques for representing information and good report writing skills
ix. Knowledge of relevant software and database packages
