- The Ghana Export-Import Bank (Ghana Exim) intends to apply part of its 2020 budgetary allocations to payments under the contract for the provision of “Consultancy Services: Implementation of CORE Banking Solution (CBS)”.
BACKGROUND
The Ghana Export-Import Bank (Ghana Exim) was set up in 2016 through the Ghana Exim Act (Act 911) to support and develop trade between Ghana and other countries, and to build Ghana’s capacity and competitiveness in the international marketplace. In this respect, Ghana EXIM Bank is expected to:
● Act as the principal export finance institution of the country, supporting and enhancing existing trade and investment activities;
● Be the key player in the promotion of cross border trade and investment, with a mandate to enhance and integrate the country’s foreign trade and investment activities in the economy; and
● Play a major role as a partner of Ghanaian industries, especially SMEs, in their export efforts, by offering products and services at all stages of the production and distribution cycle, including import of technology, export of products, developing exports, production, marketing, pre and post-shipment activities.
OBJECTIVES OF THE ASSIGNMENT
The main objective of the assignment is to assess, acquire and implement a Core Banking Solution (CBS) for the Bank’s operations. Specifically, the objectives to be achieved under this assignment are to:
● Assess the bank’s CBS requirements
● Identify and recommend appropriate CBS
● Identify suitable CBS providers
● Acquire and customize the CBS
● Train end users
SCOPE OF THE ASSIGNMENT
The scope of work includes the assessment of the bank’s needs, identification and implementation of a Core Banking Solution for Ghana Export Import Bank.
A. Identification of CORE Banking Solution
The phase includes the following (list not exhaustive):
● Assist in planning and identifying appropriate Core Banking Solution (CBS).
● Assist in the identification of suitable hardware requirements for the proposed CBS taking into account factors like technology edge, compatibility with other systems, scalability, capacity optimization etc.
● Assist in mapping the existing functional systems in the Bank to ensure overall integration with the CBS.
● Assist in the preparation of Terms of Reference/specifications for the engagement of CBS providers.
● Assist in the identification, evaluation and short-listing of appropriate CBS solution providers.
● Assist in the preparation of Request for Proposal (RFP) for the engagement of a CBS provider.
● Assist in the evaluation of proposals from CBS providers.
● Assist the Bank in negotiating and finalizing contractual terms and conditions with the selected CBS provider.
B. CBS Project Management and Implementation Phase:
The phase includes the following (list not exhaustive):
● Plan strategy for implementation and roll out.
● Fixing assignment standards with various solution providers and ensure clarity on their jobs and deliverables to meet the execution requirements of the project.
● Identifying and adopting the best industry leading practices, use of standard project management tools for timely execution of the project.
● Preparation of a detailed ‘System Requirement Specification’ for the complete solution.
● Defining the scope and assisting to fulfill system parameterization requirements.
● Defining the scope of customization, systems interfaces and new delivery channel and business component requirements.
● Solutions for seamless integration with the existing WAN network and network applications.
● Definition and evaluation of testing and benchmarking standards by building scenarios to ensure the quality of deliverables.
● Set documentation standards and monitor their adherence.
● Manage training schedules covering Management, IT staff and users.
● Review the mapping of various legacy systems with the proposed IT initiatives and draw action plan to fulfill the gaps
● Formulate and document migration strategy to adapt to the new architecture taking the multi-vendor set up at the branches, including data cleaning procedures.
● Regular reviews with project management team and solution providers for monitoring the progress of the project by identifying deviations/delays from the schedule of various phases of implementation, suggesting suitable remedies to ensure adherence to schedules and strategies.
ASSIGNMENT DURATION
The contract will be for a period of twelve (12) months.
ELIGIBILITY
Ghana Exim now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) as amended of the Republic of Ghana. The firm must present the following:
● Business Registration Certificates (Incorporation & Commencement of Business)
● Valid Ghana Revenue Authority (GRA) Tax Clearance Certificate
● Valid Social Security & National Insurance Trust (SSNIT) Clearance Certificate
● Valid Value Added Tax (VAT) Registration Certificate
● Valid PPA’s Supplier Registration Certificate

SUBMISSION OF EXPRESSION OF INTEREST
Expressions of interest written in English shall be delivered to the address below by 16:00 hours GMT on Friday, May 8, 2020. You are to submit three(3) hard copies (one original and one copies) of the EOI in a sealed envelope clearly marked “Ghana Export – Import Bank (Expression of Interest), “Consultancy Services: Implementation of CORE Banking Solution (CBS)”.
