INTRODUCTION
The Ghana Export-Import Bank (GEXIM) intends to apply part of its internally generated funds to payments under the contract for the provision of Consultancy Services: “Technical and Advisory Services in Support of the GEXIM Mango Project”.

BACKGROUND
The Ghana Export-Import Bank (Ghana Exim) was set up in 2016 through the Ghana Exim Act (Act 911) to support and develop trade between Ghana and other countries, and to build Ghana’s capacity and competitiveness in the international marketplace. In this respect, Ghana Exim is expected to:
• Act as the principal export finance institution of the country, supporting and enhancing existing trade and investment activities;
• Be the key player in the promotion of cross border trade and investment, with a mandate to enhance and integrate the country’s foreign trade and investment activities in the economy; and
• Play a major role as a partner of Ghanaian industries, especially SMEs, in their export efforts, by offering products and services at all stages of the production and distribution cycle, including import of technology, export of products, developing exports, production, marketing, pre and post-shipment activities.

The Ghana Export-Import Bank (GEXIM) provides funding for the cultivation of mango in the country. As part of GEXIM’s support for the mango sector, over 5000 acres of mangoes have been cultivated in Greater Accra, Eastern, Oti, Volta, Upper East, Upper West, Northern, Ahafo, Bono and Bono East Regions. In all about 164 farmers that have been supported under the Bank’s Mango Project in these regions. Some of the plantations (farms) are aged between 3 to 4 years.

GEXIM poised to drive the transformation of the mango industry in Ghana by financing largescale cultivation of quality mangoes for local processing and export. Thus, to ensure the success of the project, Ghana Exim Bank (GEXIM) seeks to engage the services of a Technical Partner(s) to provide technical and advisory support to Mango Project Beneficiaries/Farmers.





OBJECTIVES OF THE ASSIGNMENT
The objectives of the GEXIM Mango Project are:
• To finance the maintenance of mango plantations for local processing and export.
• To provide technical agronomical services to the Mango Plantations under the Ghana Exim Financed Mango project.
• To provide market linkages for Mango Farmers and ensure loan repayment
• To develop the capacity of Ghanaian farmers in quality mango production
• To support large scale production of mangoes for the export market.

SCOPE OF THE ASSIGNMENT
The Technical and advisory Services in support of the GEXIM Mango Project should aim to support the Mango Sector in Ghana. The Assignment shall be in two (2) Phases indicated below:

PHASE I
1. To undertake farm audit on all the 164 farms under the Ghana Exim Mango Project to ascertain the status of the farms
2. Undertake Physical assessment of the status of the project which would cover the following:
o Identification of farms and their owners
o Status of Farm houses, bore holes and other infrastructures financed by Exim
o Availability of resources such as water, roads
3. Vet current invoices submitted to Ghana Exim by beneficiaries for payment against work done and make recommendations for payments
4. Assess the Training needs of farmers and make recommendations to the Bank on training support to address the skills gaps make recommendation to the Bank on the project.

PHASE II
1. To provide technical agronomical services to the Mango Plantations under the Ghana Exim Financed Mango project
2. Assess the Training needs of farmers and train them in the knowledge and skills gaps in mango production
3. Develop annual farm agronomic protocols to guild farmers
4. Develop annual farm maintenance budgets for all farms
5. Provide extension services to farmers
o Support farmers in mango diseases and pest prevention and management
o Link farmers to local and international markets,
6. Vet invoices raised by farmers and make recommendations to Ghana Exim for payments
7. Provide off take for all the farmers under the project and ensure deduction at source for loan repayment.
8. Provide periodic reports on the status of the mango project to Ghana Exim


ASSIGNMENT DURATION
The contract will be for a period of thirty-Six (36) months.

ELIGIBILITY
Ghana Exim now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) as amended of the Republic of Ghana. The firm must present the following:
1. Business Registration Certificates (Incorporation & Commencement of Business)
2. Valid Ghana Revenue Authority (GRA) Tax Clearance Certificate.
3. Valid Social Security & National Insurance Trust (SSNIT) Clearance Certificate.
4. Valid Value Added Tax (VAT) Registration Certificate.
5. Valid PPA’s Supplier Registration Certificate.
6. Company Profile (Core business and track record of the firm).
7. Availability of qualified staff with the appropriate skills personnel.
8. The firm’s experience in conducting similar assignments
9. The firm’s experience working in similar environments.
