The Ministry of Works and Housing has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.

The Project is being implemented through five-interrelated Components, namely:

1. Climate Resilient Drainage and Flood Mitigating Activities;
2. Solid Waste Management Capacity Improvements;
3. Participatory Upgrading of Targeted Flood Prone Low Income Communities and Local Government Support;
4. Project Management; and
5. Contingent Emergency Response Component (CERC) - COVID-19 Emergency Preparedness and Response Project

The overall objective of the assignment is to enable effective community participation, input and feedback, and to engender ownership and sustainability of the various interventions in the long term. Specifically, the objectives of this assignment include;

1. To promote citizens´ participation in the Project,
2. To facilitate the uptake of community interests in the project design and implementation through continuous engagement and feedback.
3. To build service-oriented relations between the community members and the project.
4. To ensure that the PIU has appropriate knowledge on community needs and priorities, improve performance and transparence, and adapt to changing community preferences.
5. To build knowledge and capacity of community representatives in key watershed issues.
6. To promote the interest and ensure that vulnerable and special needs groups in the community participate in the community management systems.

The consulting services (“the Services”) covers GARID Project seeking the services of a local Non-Governmental Organisation (NGO) or Community-Based Organization (CBO) to assist the project in identifying and analyzing stakeholder interest in the area, carry out social mobilization, interface between the project officials and the community, and provide technical support in mobilization community support and collaboration for the project.

The assignment is expected to start in October, 2020.

The duration of the assignment is 12 months.

The GARID Project Coordination Unit, on behalf of the Ministry of Inner-city and Zongo Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. The NGO/CBO must be a legally registered firm.
2. At least ten (10) years’ experience and proven track record of community and stakeholder engagement.
3. Prior experience working in Ghana and the sub-region.
4. Prior experience in working in slum communities
5. Requisite management in place.
6. Must have requisite technical and managerial capacity.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Least Cost Selection (LCS) Method set out in the Procurement Regulations.
