Description:
The Government of the Republic of Ghana, working through the Office of the Senior Minister (OSM), has received financing from the World Bank toward the cost of the Public Sector Reforms for Results Project (PSRRP). The PSRRP includes four components, namely (1) improving organizational performance; (2) Improving service delivery in selected agencies; (3) a government –wide M&E system to track and monitor selected government programmes; and (4) project management, coordination and stakeholder engagement. The OSM is establishing a Project Steering Committee (PStC) whose members will include, among others, representatives of at least three CSo/NGOs. Such representatives will serve for a term of one year from the date of appointment and can serve a maximum of one-year/ two terms in succession. The functions of the PStC are to:-
(i) Provide overall policy strategy oversight and direction on project implementation;
(ii) approve Annual Work Plans and Budgets;
(iii) review Project progress and results,
(iv) hold semi-annual public meetings where Selected Entities will each submit a report on their progress and results, and their implementation plans for the next six months;
(v) publish each such written reports, along with video recording of the meeting, on the OSM website and require stated in each such report; and
(vi) convene meetings at least twice a year to review overall Project achievements and results.
The OSM seeks gender, geographic balance and technical expertise in public sector service delivery modernization from the proposed Members. Accordingly, the general and specific criteria below will form the basis for the selection with these goals in mind. The Selection Committee to be established by the OSM will apply the selection criteria to the organization as well as to the candidate presented from the organization.
GENERAL CRITERIA FOR PSTC MEMBERS
a. Currently and actively working on public sector service delivery modernization and or governance and/ or public accountability;
b. Level of profile within the constituency an originally or globally;
c. Level of authority in the organization represented;
d. Willingness and ability to afford the time and resource required for Committee work
e. Willingness and ability to advocate for public service delivery and other PSRRP- related issues of concern (e.g digitization of public services, citizens, charters, complaints handling, public accountability to CSOs/NGOs;
f. Proven communication and collaborative skills.

SPECIFIC CRITERIA FOR PSTC MEMBERSHIP
1. A leading CSO/NGO with wide national, regional or global reach;
2. Expertise in governance, development, public policy, economics, public administration/sector modernization/reform, monitoring and evaluation, or other cross-cutting and systemic elements essentials for efficient, transparent and accountable public service delivery;
3. A strong national presence in Ghana;
4. Strong networks with other CSOs/NGOs working on public service delivery, governance and or public accountability/ programs nationally, regionally and globally;
5.Familliarility with Ghana’ s public sector service delivery challenges, accomplishments, possibilities and opportunities;
6.The NGO/CSO must have been in operation for at least 5 years; must have audited annual reports and statements of account; must not be in arrears in payment of taxes; the CSO/NGO or its officers must not have been changed with, or convicted of, any criminal offence.

MEMBERS TASKS AND RESPONSIBILITIES
1.Participating in Committee meetings and communicating CSO/NGO views at the PStC;
2.Providing feedback from the CSO/NGO perspective to the PStC, OSM the PSRRP-financed service delivery improvements on citizens and the private sector and areas for improvements.
3.Maintaing regular communication and working closely with the other CSO/NGO Members to bring to the attention of the PStC, the OSM, the PSRRP Project Management Unit (PMU) in the OSM and the World Bank emerging PSRRP implementation, achievement of PSRRP objectives and attainment of results;
4.Relaying information of importance to achieving the goals of the PSRRP back to the CSO/NGO community/constituency.

NOMINATION PROCESS
Organizations can nominate themselves or can nominate other CSOs/NGOs registered in Ghana (with the nominee’s concert as stated in their letter of support). Only one nomination will be accepted per organization. Only complete nominations received within the deadlines established will be considered.
Please send, to the address at the bottom of this announcement, a message with the Subject: PSRRP Steering Committee CSO/NGO Member Selection 2022, and the following documents:
1. A brief biography/profile of CV of the candidate (2 pages maximum) stating the candidate’s qualifications for serving on the Committee;
2. A brief description of the candidate’s organization and activities, especially those related to the selection criteria above; and
3. A letter of support from the nominee’s organization (signed by the President, CEO or equivalent, if not the nominee), stating clearly the position or relationship of the nominated candidate to the organization’s support for fulfilling the role of committee member (a personal statement will be accepted if the nominee is the President/CEO of the organization).
