Description:
Ghana Airports Company Limited (GACL) intends to develop Phase two of the Airport City Project (ACP) within the Kotoka International Airport (KIA) enclave in Accra, Ghana.

The designated project site is approximately 272 acres located within the KIA enclave. The plan is to develop a high-end mixed-use commercial, residential, lifestyle and entertainment precinct that dovetails into the general landside infrastructure expansion program at the Airport.

The initial phase of the project entails the development of a high-end site and services scheme to develop the precinct. The enclave will be fully serviced with quality infrastructure to deliver premium serviced plots for the different structured land uses. The service infrastructure includes water and power, roads and associated drains, landscaping, telecommunication, and security infrastructure.

The next phase of the project will include land/plot allocations to individual investors either through a joint venture agreement with GACL or outright lease for development in conformity with the approved Land Use plan.

Accordingly, GACL wishes to engage a Master Developer/Anchor Developer who will provide the required funding for the construction/installation of the infrastructure (Initial Phase) and may also be willing to develop some of the strategic properties in the enclave in any of the scenario(s) as shown below:

SCENARIO 1
An investor who will provide the requisite funding to GACL for the infrastructure works in return for an agreed size of land. The development of the land allocated to the investor will be subject to adherence of the approved master development plan and the accompanying developmental controls.

SCENARIO 2
An investor who will undertake the construction /installation of the required infrastructure at his/her own cost in return for an agreed size of land. The development of the land allocated to the investor will be subject to the adherence of the approved master development plan and the accompanying developmental controls.

SCENARIO 3
An investor who will partner GACL to construct/install the infrastructure and develop some of the strategic projects in the enclave. The investor will provide the financial capability, the technical know-how, the network to draw in the required anchor tenants, and brand for the properties that would be developed. Such an investor should also have the skill to be able to analyze the structuring of various real estate deals not only for the properties to be developed in partnership with GACL but also the development by individual investors. The partnership will share proceeds from the entire project.

(Prospective Firms/Master Developer(s) may express interest in ANY or ALL SCENARIOS).

The scope of responsibilities for the prospective Master/Anchor Developer includes:

· Provision of not less than U$100million in unencumbered capital for investment in the project (Scenarios 1, 2 &3).
· Provision of leadership and experience in driving a large-scale real estate development (Proof of having led real estate development worth not less than U$300million in the last 10 years of which U$150million was on a single project) (Scenarios 2 & 3).
· Attracting world-class anchor tenants and brands to locate in the enclave (Scenario 3).
· Leading in the structuring of complex real estate deals with financial institutions, international tenants, and brands (Scenario 3).
· Leading in the identification and evaluation of viable real estate proposals and development schemes in the enclave (Scenario 3).
· Using its local or international network to successfully attract investors to the enclave (Scenario 3).
· Oversee the phased development in the enclave to ensure that product types and price points do not compete (Scenario 3).
· Control site planning and development programs (Scenario 3).
· Ensure design and delivery of quality standards (Scenario 3).
The partnership is envisaged to endure for a minimum of 10 years (Scenario 3).

GACL invites eligible Firms/Master Developer(s) to indicate their interest in providing the services. Prospective Master Developer(s) may express interest in ANY or ALL SCENARIOS. Interested Firms/Master Developer(s) must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, financial capability, etc.). Firms/Master Developer(s) may form a consortium to enhance their qualifications, if they so wish.

A Firm/Master Developer will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663), as amended, of the Republic of Ghana and shall meet the following criteria:
a) Certificate of Registration of Firm.
b) Valid Tax Clearance Certificate (Local firms only)
c) VAT Certificate (Local firms only).
d) Valid SSNIT Certificate (Local firms only).
e) Evidence of registration with Public Procurement Authority (Scenarios 2&3 – GACL to assist foreign firms obtain registration).
f) Three(3) years most current Financial Statements
g) Ability to provide not less than U$100million unencumbered capital for investment in the project.
h) Relevant experience of Firm (Proof of having led real estate development worth not less than $300million in the last 10 years of which $150million was on a single project).
i) Availability and experience of relevant key staff.
j) Ability to attract world-class anchor tenants and brands to locate in the enclave.

Interested Firms/Master Developer(s) shall obtain the Airport City 2 Brochure and full Terms of Reference (TOR) at a non-refundable fee of GHC15,000.00 and further information at the address below from 0900 HOURS to 1700 HOURS GMT.
