The Government of Ghana has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project (GARID), and intends to apply part of the proceeds for consulting services.

The Project is being implemented through five-interrelated Components, namely:

1. Climate Resilient Drainage and Flood Mitigating Activities;
2. Solid Waste Management Capacity Improvements;
3. Participatory Upgrading of Targeted Flood Prone Low-Income Communities and Local Government Support;
4. Project Management; and
5. Contingent Emergency Response Component (CERC)-COVID-19 Emergency Preparedness and Response Project

The overall objective of the assignment is to support Metropolitan/Municipal Assemblies in the Greater Accra Region (GAR) region to strengthen metropolitan governance across jurisdiction by institutionalizing an Inter-jurisdictional Coordinating Management System among Metropolitan and Municipal Assemblies along the Odaw River Basin Catchment area in order to improve coordination mechanism and improve flood management.

The consulting services (“the Services”) include conducting feasibility studies of the Joint Development Planning Area Concept, develop and establish institutional and legal framework for the Inter-jurisdictional Coordinating Management Committee (ICMC) and facilitate the constitution and operationalization of the ICMC structure.
The assignment will be in two phases.
Phase I will cover the feasibility study of the Joint Development Planning Area Concept (JDPA) and its intermediate arrangement of the Inter-jurisdictional Management Committee, including a review of previous studies on inter-jurisdictional coordination and develop detail roadmap and action plan.

The second phase (the Option Period), will be for a duration of 32 months. This phase will involve the institutionalization of the agreed inter-jurisdictional management system as well as coaching and mentoring of the relevant staff of the MMAs in the Operations and Maintenance Procedures. The Option Contract will be exercised subject to satisfactory performance of the Consultant in the Base Contract Period.

The estimated level of effort (professional staff-months) is 69 staff-months. The duration of the assignment for both Phases is estimated at 37 months and the assignment is expected to start in June 2021.

The Ministry of Local Government Decentralization and Rural Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. The core business of the firm should be Public Administration and Development and Spatial Planning.
2. Firm should be legally registered and in good standing.
3. At least 10 years in business.
4. Experience in Local Government related activities with particular emphasis on working in planning, assignment on development planning, working within or with the local governments, or executing projects in support of decentralization and local governance.
5. Experience in providing services relating to flood zoning across Metropolitan, Municipal and District assemblies.
6. Experience in providing consulting services in decentralisation and local government sector of Ghana, and capacity building and facilitation, Project Management and Development Planning.
7. Must have requisite technical and managerial capability.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)
