PROVISION OF CONSULTANCY SERVICES
FOR WEST AFRICA COMPETITIVENESS PROGRAMME ON CASSAVA, PROCESSED FRUITS AND COSMETIC & PERSONAL CARE PRODUCTS VALUE CHAIN.

The Ghana Export Promotion Authority has received funding from the European Commission to strengthen the competitiveness of West Africa and enhance the member state countries’ integration into the regional and international trading system through a programme called the ‘West Africa Competitiveness Programme (WACOMP) and wishes to apply part of the funds to engage the services of a Consultant(s) to undertake market research in West Africa on Cassava, Processed Fruits (Mango and Pineapple) and Cosmetics and Personal Care Products Value Chains.

The services include market research in West African countries to develop an MSME Cassava, Processed Fruits (Mango and Pineapple) and Cosmetics and Personal Care value chains database of products and associated services including a suppliers’ database and profiles of MSMEs in the database. The objective of these studies is to improve the performance and growth of Cassava, Processed Fruits (Mango and Pineapple) and Cosmetics and Personal Care Products value chains and related services by stimulating their contribution to industry, regional trade, exports and job creation.

Scope of Services
The key task of the consultant is to liaise with the ECOWAS Commission on the behalf of GEPA and develop an MSME Cassava, Processed Fruits (Mango and Pineapple) and Cosmetics and Personal Care value chains of products and associated services including a suppliers’ database and profiles of MSMEs in the database.

The specific duties of the Consultant are the following:
1. Conduct market research study to collate information on the Cassava, Processed Fruits (Mango and Pineapple) and Cosmetics and Personal Care value chains in the West Africa sub-region with respect to:

a. production statistics and prices of Cassava, Processed Fruits (Mango and Pineapple) and Cosmetics and Personal Care value chains products
b. identify the processors/manufacturers of the products of relevance to the Cassava, Processed Fruits (Mango and Pineapple) and Cosmetics and Personal Care value chains
c. identify other key actors of Cassava, Processed Fruits (Mango and Pineapple) and Cosmetics and Personal Care value chains, and the characteristics and structure of the Cassava sector in Ghana and West Africa
d. potential for increasing supply capacity and for new investment opportunities along the value chain in the sector (i.e.: from production to packaging)
e. joint export marketing
f. profile of institutions involved in the three (3) value chains production and trade
g. quality standards, grading system, quality control facilities and certifications available and pre-shipment inspections including issues on Sanitary and Phytosanitary requirements
h. environmental measures
i. export documentation
j. export channels
k. packaging
l. shipping
2. Conduct value chain analysis of domestic supply and international demand for the three (3) value chain products.
3. Present the reports of the studies including the comprehensive database, to GEPA within the prescribed timeframe.
Expertise Required
Interested and qualified consultants must provide information indicating that they are qualified to perform the services, including their experience in carrying out similar assignments, availability of appropriate skills among their key staff, etc through the provision of CVs.

The Ghana Export Promotion Authority now invites eligible consultants to indicate their interest in providing the services in all the three value chains (Cassava, Processed Mango and Pineapples and Cosmetics and Personal Care Products).

Interested consultants may express interest in carrying out the services in all or any of the three listed value chains. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663), as amended, of the Republic of Ghana [https://ppa.gov.gh/online-documents/public-procurement-act/] and shall meet the following criteria:

a) Valid Certificate of Incorporation with up to date renewal receipt.
b) Valid Certificate of Commencement with up to date renewal receipt.
c) Valid Business Registration Certificate with up to date renewal receipt.
d) VAT Certificate
e) Valid Tax Clearance Certificate
f) Valid SSNIT Clearance Certificate
g) Valid Registration of with Public Procurement Authority
h) General Experience of Firm
i) Specific Experience of Firm in undertaking similar assignments
j) Availability and Experience of relevant key staff
