- The Coastal Development Authority intends to apply part of its budgetary allocation to fund eligible payments under the contract for the Consultancy Services for the development of a 5 (five) year Strategic Plan for the Authority.
The Coastal Development Authority (CODA) is a statutory body corporate with perpetual succession established by an Act of Parliament (Act 961, 2017). The mandate of CODA is to accelerate economic and social development in the Coastal Development Zone (CDZ) through strategic direction in the planning and prioritization of development projects and mobilization of both public and private resources. The Act also mandates the Authority to co-ordinate development activities in the CDZ as well as formulate and implement initiatives towards achieving gender equality and empowerment of vulnerable groups in the CDZ.
For the Authority to deliver on its mandate, the Authority is expected to prepare a five-year strategic plan to set the long-term strategic direction. Hence the need for the engagement of a consultant to develop a strategic plan for CODA. The Consultant is required to make a thorough review of the Coastal Development Authority Act, 2017 (Act 961) , relevant legislations, Sustainable Development Goals (SDGs), Africa Union Agenda 2053, and other relevant international agreements/ treaties/ commitments to get a clear understanding of its objectives in the preparation of this strategic plan.
The Consulting Services (“the Services”) include but not limited to reviewing the coordinated programme for Economic and Social Development Policies (2017-2024), guidelines for the preparation of National Medium-Term Development Policy Framework, relevant MDAs/ MMDAs Medium-Term Development Plans within the Coastal Development Zone and relevant legislations to determine their relevance to CODA operations. The services also include reviewing the vision and mission based on CODA’s mandate; undertaking a situation analysis of CODA operations to date; conducting Internal and External Environmental (SWOT) Analyses of CODA, key stakeholder mapping and analysis; identifying key issues and formulating strategic objectives and strategies for achieving the former.
The Final Five-Year Strategic Plan should have, among other things, actions plans covering staffing, capital investment, venture capital, social intervention, monitoring and evaluation and risk management.
The Coastal Development Authority, now invites eligible firms who have the requisite experience to indicate their interest in providing the Services for the Authority.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are;

The duration of the assignment must be completed within three (3) calendar months.
Selection of a Consultancy Firm, will be done in accordance with the Quality and Cost Based Selection (QCBS) Procurement method set out in the Public Procurement Act 2003, Act 663 as amended by Act 915, 2016.
