The Ministry of Works and Housing has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.

The Project will be implemented through five-interrelated Components, namely:

1. Climate Resilient Drainage and Flood Mitigating Activities;
2. Solid Waste Management Capacity Improvements;
3. Participatory Upgrading of Targeted Flood Prone Low-Income Communities and Local Government Support; and
4. Project Management.
5. Contingent Emergency Response Component (CERC) for COVID-19 Emergency Preparedness and Response Project.

Objective of the Assignment
The objective of this assignment is to provide probity assurance services in relation to the procurement of a contractor to provide Performance based contract for Odaw Dredging Works under the GARID Project.

The consulting services (“the Services”) covers technical assistance to the Ministry of Works and Housing by an individual consultant.

The assignment is expected to start in August, 2021.

The duration of the assignment is one (1) month. The level of effort is 1staff-month.

The Ministry of Works and Housing now invites eligible Individual Consultants (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Consultant’s qualification and Experience
The Probity Assurance Provider shall have the following qualifications and experience:
(a) Master’s degree in Auditing, Procurement, Law, Civil Engineering, Quantity Surveying or a related field;

(b) Minimum of 10 years of demonstrable relevant procurement auditing/probity experience covering large infrastructure projects;

(c) Experience of working in the country or region;

(d) Fluent in English; and

(e) The Probity Assurance Provider must be an experienced, qualified and reputable Probity Auditor who is familiar working in the public sector.

Facilities to be Provided by the Client
The Ministry of Works and Housing will provide office space, administrative support and all relevant information to the Consultant.

Reporting and remuneration
Probity Assurance Provider will report to the Technical Advisor, Ministry of Works and Housing. Remuneration will be on a Time based contract.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.
