Assignment Title: Consultancy Service for the Compilation of a National Mercury Inventory (NMI) for Ghana

The Environmental Protection Agency (EPA) through the Government of Ghana has received financing from the World Bank toward the cost of the Africa Environmental Health and Pollution Management Programme (AEHPMP), and intends to apply part of the proceeds for consulting services.

The overall objective of this assignment is to carry out a detailed assessment on mercury use and supply chain to provide baseline data and indicators necessary to constitute the preliminary version of a National Mercury Management Information System (NMMIS). This system would, in future, aggregate more information and facilitate data visualization and interpretation (e.g., production of hotspot maps, etc.).



The consulting services (“the Services”) include: all technical investigations and preparation of essential documents for executing the assignment with a specific focus on Article 7 of Minamata Convention (Mercury use in ASGM); filling data and information gaps identified in the Minamata Initial Assessment (EPA, 2018) for Mercury in ASGM and the National Action Plan (NAP); identify gaps in previous mercury inventory conducted such as the Minamata Initial Assessment (MIA) for Mercury in ASGM, National Action Plan (NAP), UNIDO Mercury Trade and Gold Flow study in West Africa to improve upon the baseline assessment on mercury import and export, trade route and hubs, stockpiles and supply, production and uses, releases and emissions in the ASGM Sector; identification of gaps in the NAP from using the UNEP Toolkits Inventory Levels 2 (Toolkit for identification and quantification of mercury releases made available by the Chemicals Division of the United Nations Environment Programme) and collect field data to support the compilation of the mercury inventory; conduct a tracking model/system of mercury material flow in Ghana; a comprehensive mapping of the mercury ecosystem in Ghana and an assessment of the stakeholders along the mercury supply-demand value-chain; assessment of the information gap in the NAP and collection of additional information to assess the dimension of the sector in terms of demographic and socio-economic data, including the different value-chains, their economic value, employment level, gender aspects and their degree of formalization; collection of information on mercury permits/ licenses or approvals for imports, export, trade, transport, storage, details of the companies or entities involved, geographic location etc. to facilitate at all time compliance monitoring and enforcement; development of the design or structure with the necessary technical and system requirements to establish a database that is searchable, easy to use and conducive for further data analysis in the management of information obtained.

The estimated level of effort (professional staff-months) is 40 staff-months. The duration of the assignment is estimated at Ten (10) months and the assignment is expected to start in March 2022.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Environmental Protection Agency (EPA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the “Services”. Interested Consultants (firms) should provide information demonstrating that they have the required expertise, qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. The core business of the firm should be in the different aspects of mercury, hazardous chemicals waste or any relevant field related to this assignment.
2. Firm should be legally registered and in good standing (provide proofs of legal registration and operation of firm).
3. Proven experience in working in Ghana and with government institutions, Non-Governmental Organizations (NGOs) and interest groups in local communities in Ghana in the last five (5) years, and in the Mercury management value chain in Ghana.
4. Minimum of five (5) years of experience in providing consulting services in the field of Mercury value chain, hazardous chemicals and other related sectors.
5. Must demonstrate record of major initiatives related to Mercury use/management in ASGM value chain.
6. Five (5) years of experience in undertaking similar assignments or projects of similar nature, scale and complexity

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Selection method set out in the Procurement Regulations.

Expressions of interest must be delivered in a written and printed form to the address below in person by Thursday, 25th November, 2021 at 1300 hours GMT. All packets containing the Expression of Interest Document must be sealed and clearly labelled/marked “Expression of Interest for the Compilation of a National Mercury Inventory (NMI) for Ghana”.

For firms situated outside the borrower’s country who, due to the COVID restrictions, cannot deliver their hard copies before the stated date, should submit a softcopy version of their printed copies (which have been mailed) at larry.kotoe@epa.gov.gh and jacob.attiogbe@epa.gov.gh.
