Background
The Agona West Municipal Assembly intends to apply part of its Capacity Support Grant budgetary allocation under the Ghana Secondary Cities Support Program (GSCSP) to cover eligible payments under the contract for consulting services for the preparation of a 20-year Spatial Development Framework (SDF) for the Agona West Municipality Area for the Agona West municipality.
Objectives of the Assignment
In line with requirements of the Land Use and Spatial Planning Act, 2016 (Act 925), the Agona West Municipal Assembly seeks to prepare the SDF and formulate programme of actions to facilitate its implementation, monitoring and evaluation of the SDF.
Scope of Assignment
The scope of services to performed under the assignment shall include, but not limited to:
i. Assess current situation and framework conditions for the development of SDF
ii. Analysis of data and modelling of options for preparation of the Municipal Spatial
Development Framework
iii. Formulation of the Municipal Spatial Development Framework (MSDF) and
appropriate programmes of action.
Expression of Interest
The Agona West Municipal Assembly now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide the information listed below indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
i. Must prove to have performed at least two (2) assignments of similar nature
ii. Experience of a minimum of five (5) years in participatory and decentralized land use
planning and management systems
iii. Demonstrate the availability of requisite personnel to carry out the assignment ie. Project Manager, Land Use Planner and GIS Officer.
A consultant will be selected in accordance with the Selection Based on Consultant Qualification (CQS) procedures set out in the Public Procurement Act, 2003 (Act 663), as amended, of the Republic of Ghana and shall meet the following criteria:
a) Certificate of Registration of Firm
b) Valid Tax Clearance Certificate
c) VAT Certificate
d) Valid SSNIT Certificate
e) Evidence of registration with Public Procurement Authority
f) Relevant Experience of Firm
g) Availability and Experience of relevant key staff
h) Any other requirements as necessary
