Consultancy Services For The Development Of An Operational Manual And A Scheme Of Service For The Coastal Development Authority.

The Coastal Development Authority intends to apply part of its budgetary allocation to fund eligible payments under the contract for the Consultancy Services for the Development of an Operational Manual and a Scheme of Service for the Authority.
The Coastal Development Authority (CODA) is a statutory body corporate with perpetual succession established by an Act of Parliament thus the Coastal Development Authority Act, 2017 (Act 961). The mandate of CODA is to accelerate economic and social development in the Coastal Development Zone (CDZ) through strategic direction in the planning and prioritization of development projects and mobilization of both public and private resources.
As part of the institutional strengthening of the Authority, Management seeks to invest in appropriate management systems including the development of an Operational Manual and a Scheme of Service to guide the operations in the functional areas as well as the management of the human resources of the Authority.
Hence, a Consultant is required to make a thorough review of the Coastal Development Authority Act, 2017 (Act 961), legislations and other relevant documents to get a clear understanding of their objectives in the preparation of the documents.
The objectives of this assignment are to develop an Operational Manual that would provide for the structure, functional areas, statutory requirements and rules and regulations for the effective and efficient management of the resources of the Authority and to also develop a Scheme of Service to facilitate the recruitment, progression and development of staff of the Authority.
The Consulting Services (“the Services”) include but not limited to peruse the Coordinated Programme for Economic and Social Development Policies (2017-2024) and relevant legislations to determine their relevance to CODA operations, peruse the Coastal Development Authority Act, 2017 (Act 961) to review the vision and mission, undertake comparative analysis of related public service agencies to inform the development of the Operational Manual and Scheme of Service for the Authority, undertake a needs assessment of CODA’s operations, use consultative process with the application of appropriate tools for data collection and analysis, to identify relevant departments/ units required for optimum operation of the Authority, outline the functions of such departments/ units and the staffing capacity, prescribe appropriate job description for various positions within the departments/ divisions and units, develop implementation Strategy for the Operational Manual and the Scheme of Service.
The Coastal Development Authority, now invites eligible firms who have the requisite experience to indicate their interest in providing the Services for the Authority. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Selection of a Consultancy Firm will be done in accordance with the procedures set out in the Public Procurement Act 2003, Act 663 as amended by Act 914, 2016. The selection method for this assignment is ‘Consultant Qualification Selection Method (CQS)’.
The Firm is required to meet the following criteria:
• Certificate of Registration of Firm
• Valid Tax Clearance Certificate
• VAT Certificate
• Valid SSNIT Certificate
• Evidence of registration with Public Procurement Authority
• Have knowledge in the development of similar documents, including Schemes and Conditions of Service, which have been approved by the respective regulatory bodies in the Public Services of Ghana (such as the Public Services Commission, Fair Wages and Salaries Commission) for a Development Authority and/or other public service organisations.
• A minimum of ten (10) years of specialized experience with focus on organizational development to promote sustainability within a typical public service organization, as defined in Article 190 of the 1992 Constitution of the Republic of Ghana.
• Availability and Experience of relevant key staff
• Any other requirements as necessary
The duration of the assignment must be completed within three (3) calendar months.
