Description:
The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the eTransform Ghana Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include a Change Management for the eJustice Phase 2. The assignment will hire a Firm to inculcate in both internal and external stakeholders the culture of change to embrace and work within the digital ecosystem; and to develop a systematic, structured, and integrated methodology for the development of an
organizational change management framework to better manage stakeholders in the process of effectively transition into digitalized Court Management System.
The assignment will cover a period of six months (6) months. The assignment is expected to start in January 2023.

The Ministry of Communications and Digitalisation on behalf of the Judicial Service of Ghana (JSG) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating
that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
a) The selected organization should be a legally established organization in operations for a minimum of five years.
b) The Consultant or Consulting entity shall have or shall have in their team, individuals with demonstrable experience and capacity to provide services in strategic planning and change management.
c) Experience to develop a systematic, structured, and integrated methodology for the development of an organizational change management framework.
d) Provide References of similar change management assignments undertaken in the past
e) Demonstrate experience working with a judicial and court system as well as the ICT Digital Ecosystem in the justice delivery ecosystem
f) Fluency and ability to conduct research in the English Language
g) Proven experience in working with and supporting government agencies in Ghana or Africa.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 4th Edition Revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
