CONSULTANCY SERVICES FOR PREPARATION OF A BUSINESS PLAN AND orgNIZATIONAL DEVELOPMENT PLAN FOR THE GHANA RAILWAY DEVELOPMENT AUTHORITY (GRDA) TO FULFILL ITS MANDATE

Request for Expression of Interest
This request for expression of interest follows the general procurement notice for this project that appeared in Development Business No. 45233120 of 20th April, 2009.
The Ministry of Transport (MOT) of the Republic of Ghana has received a credit from the International Development Association (IDA) to support projects being implemented by its agencies, and intends to apply part of the proceeds of this credit to payments under Consultancy Services for Preparation of a Business Plan and orgnizational Development Plan for GRDA to fulfill its mandate.
The services will include but not be limited to the following:
• Review GRDA’s mandate, functionality and operating environment to define the scope of the business and orgnizational development planning to be undertaken.
• Review with the GRDA board the following:
o Institutional and legal framework of the industry as set out in the law
o Global best practice indicating measures to strengthen GRDA role
o The orgnizational structure proposed by GRDA
o Governance, management and accounting arrangements for the Railway Fund, ensuring international best practices are applied
o Governance and management arrangements for the Railway Complaints, Appeal and Review Panel as described in the Act; ensuring international best practices are applied
o Operating and ownership boundaries with Ghana Railway Company Limited
• Formulation of a Business Plan and orgnizational development plan including the proposed Railway Fund, and Railway Complaints Appeal and Review Panel
The assignment will be implemented in the period from September 2011 – September 2012.
The Ministry of Transport on behalf of the Ghana Railway Development Authority now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated January, 2011.
