Request for Expression of Interest

This request for expression of interest follows the general procurement notice for this project that appeared in Development Business No. 45233120 of 20th April, 2009.

The Ministry of Transport (MOT) of the Republic of Ghana has received a credit from the International Development Association (IDA) to support projects being implemented by its agencies, and intends to apply part of the proceeds of this credit to payments under Consultancy Services for Preparation of a Medium-Term Master Plan for Transportation on the Volta Lake and its Surrounding Region.


The services will include but not be limited to the following:

• Preparation of a Medium-Term Master Plan for Transportation on the Volta Lake and its Surrounding Regi
o mapping existing routes and traffic levels;
o evaluating potential demand for transport up to 2035;
o prong infrastructure and service developments needed in the short, medium and long-term to meet currently un-satisfied (latent) demand;
o future demand created by socio-economic development in the region; planned development in key sectors of the economy such as agriculture, mining, tourism and fisheries;
o formulating a master planning framework in which development of lake transport can be most effectively planned.

• An early output required from this project is an assessment of the economic and financial viability of establishing a local boat building industry on the Lake that:
o Has the capacity to build modern craft to replace the current fleet of unsafe and often poorly constructed craft; and
o Create jobs in the local communities. (Boat building standards will be developed an assignment running concurrently with this assignment).

The consultant will align their methodology and outputs to the integrated approach adopted recently by Government for the development of Ghana’s 1st Integrated Transport Plan (ITP) including the identification of priority actions to be undertaken in the 2011-2015 period of the Plan.

The assignment will be implemented in the period from September 2011 – August 2012.


The Ministry of Transport now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.


A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated January, 2011.

Expressions of interest must be delivered to the address below by 16:00 hours GMT on Monday, 20th June, 2011.

The envelope must be clearly labeled on the outside ‘Expression of Interest for Consultancy Services for Preparation of a Medium-Term Master Plan for Transportation on the Volta Lake and its surrounding region’.
