Request for Expression of Interest

This request for expression of interest follows the general procurement notice for this project that appeared in Development Business No. 45233120 of 20th April, 2009.

The Ministry of Transport (MOT) of the Republic of Ghana has received a credit from the International Development Association (IDA) to support projects being implemented by its agencies, and intends to apply part of the proceeds of this credit to payments under Consultancy Services for Preparation of a Plan for the Rapid Rehabilitation of VLTC Vessels and Current Port Handling Facilities in the Inland Ports of Akosombo and Buipe.


The services will include but not be limited to the following:

Preparation of a Plan for the Rapid Rehabilitation of VLTC Vessels and Current Port Handling Facilities in the Inland Ports of Akosombo and Buipe; aiming to update vessels and facilities to meet VLTC’s commercial obligations to existing customers of bulk dry and wet goods and the moral obligations, dating back to the creation of the lake, to provide ferry services to safeguard and underpin the socio-economic wellbeing of local communities around the Lake.


Analysis will determine the viability of rehabilitating vessels to provide all-weather, 24 hour operational capability, and where rehabilitation is not viable or unlikely in required timelines, to propose options for acquisition including technical specification, cost and procurement/ownership options.


In the case of port handling facilities at Akosombo and Buipe, the aim is to: (i) Facilitate more effective and safe handling of established dry and wet cargos; (ii) Take advantage of short-term business development opportunities of dry cargos already requested by customers; and (iii) Consider financing and ownership options to allow use of equipment by all potential service providers using these locations in the future.

The assignment will be implemented in the period from September 2011 – 31st March 2012.
The Ministry of Transport on behalf of the Volta Lake Transport Company Limited now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.


A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated January, 2011.
