CONSULTANCY SERVICES FOR PREPARATION OF NATIONAL AIRPORT SYSTEM PLAN

Request for Expression of Interest
This request for expression of interest follows the general procurement notice for this project that appeared in Development Business No. 45233120 of 20th April, 2009.
The Ministry of Transport (MOT) of the Republic of Ghana has received a credit from the International Development Association (IDA) to support projects being implemented by its agencies, and intends to apply part of the proceeds of this credit to payments under Consultancy Services for Preparation of National Airport System Plan.
The services include but not limited to the following:
i) Develop a comprehensive and integrated national airport system plan to address Ghana’s air transportation policies taking into consideration land use and environmental issues.
ii) Developing for planning purposes, information and guidance to decide the extent, kind, location, and timing of airport development needed in Ghana to establish a viable, balanced, and integrated system of public-use airports.
iii) Provide a planning framework in which policy makers and other stakeholders of the aviation sector can make coordinated and informed decisions on the development of Ghana’s airports (i.e. international, regional airports and air strips) as part of an integrated transport network.
iv) Provide forecasts of future demand (aligned with time horizons used in the Integrated Transport Plan) and analysis of supply scenarios to indicate development needs and opportunities at all existing airports including potential for growth of sub-regional and wider international services.
v) Develop, and use on the project, a methodology for selecting suitable and economically viable locations for newly proposed, or relocated, airports in Ghana.
vi) Develop Airport System Plan which among other uses shall provide guidance to asset managers and investors on the physical developments required to meet the future demand and supply scenarios tested including the application of a multi-criteria evaluation method to determine priority projects.
vii) Propose scheme designs and indicative costs of the developments proposed.
viii) Provide a strategic implementation and finance plan including enabling measures such as institutional, regulatory or financing reforms, to ensure full implementation.
The assignment will be implemented in the period from November, 2011 – September, 2012.
The Ministry of Transport on behalf of the Ghana Airports Company Limited now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated January, 2011.
