- The Public Procurement Authority (PPA) intends to undertake the development of an office complex and a mixed commercial development on Plot No. ISH 3 containing an approximate area of 3.0 acres situated Airport Residential Area through a Public Private Partnership (PPP) Agreement under which the Authority gives a selected private party, rights to the commercial use of the land. The site is located within the high value commercial precinct of Kotoka International Airport fronting the culturally and ceremonially significant Liberation Road which connects with major routes to other parts of the city of Accra.
In collaboration with the Internal Audit Agency (IAA), PPA has already commissioned the design of approximately 14,750 square meters office block comprising seven (7) storeys of prime office space and conference facilities with a basement for parking and services, to be built on approximately 1.2 acres of the site for the use of the two institutions which jointly own the property. Both the development of the office complex and the remaining 1.8 acres of the site are earmarked for commercialised business opportunities under a PPP agreement.
PPA will enter into a PPP agreement with the winning bidder for a period that will provide a fair return on investment for the private party, under which the private party will be responsible for:
• the total financing of the construction of the seven (7) storeys office complex for PPA and IAA; and
• the total financing, construction, maintenance and operation of the proposed mixed commercial facility.
Repayment mechanism will entail the private party collecting fees or charges from users of the services to be provided in the mixed commercial development and any available space in the office complex.
As part of establishing the feasibility of this project, particularly to establish what scale and type of market interest there is in this opportunity, the PPA now invites credible prospective and interested private investors and operators to express their interests in participating in the project. Shortlisted parties will be invited to submit detailed bids containing specific financial, technical and functional proposals at a later stage.
