Description:
The Government of Ghana has received a Grant from the International Development Association (IDA) towards the cost of the Ghana Urban Water Project (UWP) and intends to apply part of the proceeds for Consultant services for Baseline Studies for the pro-poor water supply sub-component of the First Year Investment Programme (FYIP) of the UWP.

Three (3) urban areas in two (2) regions of the country, as indicated below, were selected for construction of the works of the FYIP.

• Ashanti Region
o Kumasi
o Obuasi

• Greater Accra Region
o Accra West

The FYIP was completed in May 2010 and has resulted in increased access of the selected areas to the piped urban water supply networks.

The UWP has a strong pro-poor focus and would tively promote and implement measures to increase access to improve supply of water to the low income households in the selected systems. The overall objective of the assignment is thus to generate baseline information on pre-dominantly poor households, to obtain satisfactory measures of pre-project and post-project conditions, and the impact of the pro-poor interventions of the FYIP
The assignment will be implemented in two phases, and the scope of services includes:

i. Phase 1
A) Targeting: With appropriate selection criteria and methodology, identify low income populations, and their location(s).
B) Survey Methodology: Develop a methodology, including determination of sample size(s), for conduct of field surveys,
C) Surveys: Conduct surveys to determine baseline information, and;
D) Stakeholder Workshops: orgnize stakeholder workshop(s) to present the findings of the assignment.

ii. Phase 2

E) Evaluate and estimate the impact of the interventions provided under the FYIP to improve pro-poor water supply.
For procurement and provision of the required Consultant services, the assignment has been packaged into two separate contracts as below, corresponding to geographical groupings of the services. A different Consultant would preferably be procured for each contract.
a) Area 1 - Ashanti Region
o Kumasi
o Obuasi

b) Area 2- Greater Accra Region
o Accra West


The expected duration of each of the above two packages is six (6) months for Phase 1 and two (2) months for Phase 2.

The Ghana Water Company Limited (GWCL) represented by its Project Management Unit (PMU) now invites Consultants to indicate their interest in providing the services, and the package(s)/areas that are of interest to them. Interested consultants must provide information and supporting and verifiable evidence indicating their qualifications and capability to perform the services, including brochures, description of similar assignments that they have undertaken, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications.
