- A diagnostic review of current legal and regulatory rules and procedures relevant for the development of PPP's in Ghana as well as the role of the key institutions involved;
the formulation of recommendations regarding the institutional framework and of the rules and procedures to manage PPP transactions of whatever kind taking into account the PPP policy;
identify relevant legislation that may need to be amended and formulating the required amendments and drafting of a new PPP Law, taking into account the framework set out in the PPP Policy in order to provide a sound basis for the development of PPP's.
