Description:
1.0 The Ministry of Food and Agriculture intends to apply part of its budgetary support from GoG to fund payments under the contract Procurement of Improved Seeds for distribution to farmers for the 2023 cropping season under the “Planting for Food and Jobs” campaign.
The quantities to be delivered under each type would be:

The Programme may allocate specified quantities under each commodity to selected companies to supply to promote efficiency and to minimizing risk to the programme.
2.0 The Ministry now invites eligible firms to indicate their interests in providing the services which include:
a) Distributing these seeds at designated supply points in all the districts in the 16 regions.
b) Maintaining the quality of seeds supplied to farmers all year round
c) Compiling data on supplies, sales and beneficiary farmers
3.0 Interested Ghanaian firms/companies must provide information indicating their capacity to participate in the subsidy programme:
a) Must have proof of foundation seeds being sourced from CSIR-SARI, CSIR-CRI or GLDB
b) Must have Ghana Seed Inspection Division, PPRSD of MOFA certification with respect to locally produced seeds and imported seeds
c) Must provide Company profile / brochures
d) Give a summary of Companies operations in seed production for 2020, 2021 and 2022
e) Companies should state their indicative prices of the seed and their cost structure in respect of transportation charges
4.0 Interested firms/companies outside Ghana:
• May supply rice, soya bean and hybrid maize seeds
• Should ensure seeds to be supplied are varieties that have been released in Ghana or duly recorded in the ECOWAS Seed Catalogue.
• Must have seed production certification of country of origin
• Companies should state their indicative prices of the seed and their cost structure in respect of transportation charges
5.0 Prequalification will be conducted through prequalification procedures specified in the Public Procurement Act, 2003 (Act 663) as amended, by Act 914 (2016) of the Republic of Ghana and is open to all tenderers from eligible source countries, as determined by the Public Procurement Authority of the Republic of Ghana.
6.0 Interested eligible Tenderers may purchase the Prequalification and National Seed Policy documents on the submission of a written application to the address “A” below and upon a payment of a non-refundable fee of One Thousand Five Ghana Cedis (GHS 1,500.00) only.
7. Interested eligible Tenderers must submit a valid Public Procurement Authority Certificate, SSNIT Clearance Certificates, Tax Clearance Certificate, Companies Registration & Business Commencement Certificates.
8. The performance of companies in the distribution of improved seeds under the 2022 campaign will highly be considered in the evaluation.

8. Pre-qualification document must be delivered to the address below on or before 2:00pm Tuesday 20th December, 2022. Late submission will be rejected.
