Description:
Environmental and Social Impact Assessment for the 330 kV Accra - Kumasi Transmission Line and Associated Substations.

Prequalification stage of an international, open tender for environmental and social impact assessment services, required by the Ghana Grid Company Limited to support the construction of the 330 kV Accra - Kumasi Transmission Line and Associated Substations.

Project Objectives:

The Ghana Grid Development Company plans to build a 330kV power transmission line from the Pokuase Bulk Supply Point in the GA North Municipality in the Northeast of Accra to the second Kumasi Bulk Supply Point at Anwomaso in the Ejisu Municipal Assembly. The line will have a length of approx. 218,7km. Between the two bulk supply points, the line will drop at the 330kV New Nkawkaw Substation. In addition, the project includes a 4km line connecting the existing 161kV Nkawkaw Substation and the new 330kV Nkawkaw Substation.

In terms of the Environmental Assessment Regulations 1999 (LI 1652) of Ghana, the project is subject to an Environmental and Social Impact Statement (ESIS), which requires the approval of the Environmental Protection Agency of Ghana. To obtain the ESIS, the Employer must carry out a Scoping Study, carry out an Environmental and Social Impact Assessment (ESIA), and prepare the Environmental and Social Management Plan (ESMP) and Resettlement Action Plan (RAP). The Employer has completed a Scoping Study for the project and now requires support from a specialized environmental and social consultant to carry out the ESIA and prepare the ESMP and RAP.

Requested Services: The consultant will perform the following tasks:

Task 1: Review the ESIA Scoping Report,
Task 2: Carry out stakeholder engagement activities,
Task 3: Carry out the ESIA,
Task 4: Develop an environmental and social management plan (ESMP),
Task 5: Develop a resettlement action plan (RAP), including a livelihood restoration plan,
Cross-Cutting-Task: project management.

GRIDCo estimates the duration of the assignment at thirteen months, starting in Q3 2023.

The prequalification of experienced consultants is subject to the regulations contained in the Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non- Consulting Services in Financial Cooperation with Partner Countries (https://www.kfw-entwicklungsbank.de/PDF/Download-Center/PDF-Dokumente-Richtlinien/FZ-Vergaberichtlinien-V-2021-EN.pdf). The contract will be awarded to a consultant firm or a consortium of firms fulfilling the criteria stipulated in the prequalification document, including a minimum average turnover of the single firm or cumulatively in case of consortium in the past three years of 2.700.000 Euro.
