INTRODUCTION
The Ghana Post Company Limited invites sealed Tenders from eligible Suppliers/Firms for the procurement of a National Digital Addressing System linked with Postal Codes. Tendering will be conducted through the National Competitive Tendering procedures specified in The Public Procurement Act, 2003 and Public Procurement (Amendment) Act 2016 in the Guidelines of the Public Procurement Act of the Republic Ghana.
BACKGROUND
Ghana Post Company Limited has received financing from the Government of Ghana toward the cost of implementing a comprehensive National Property Addressing System (NDPAS PROJECT), and intends to apply part of the budgetary allocation for the development, installation, implementation and deployment of a Geographical Information System (GIS) based Property Addressing System linked with Post Codes.
Objectives of the Assignment
The objective of this assignment is to create a single database of unique identification number for every property and portion of land in the country. This unique identification number will be used by every agency in the country to speed up door to door parcel and document delivery, improve business efficiency related to land administration and management, and establish a unique addressing system that is easy to remember and communicate.
Specific Objectives
1. Select and adopt a fully developed digital addressing system linked with postal codes.
The System generated addresses will be used in registering for the National ID
2. Conduct a Media campaign to help the public be aware of their new digital address.
3. Collaborate with MMDAs and critical stakeholders on the new addressing scheme
SUBMISSION
The Company now invites eligible suppliers to indicate their interest. Interested suppliers should provide information demonstrating that they have the required qualifications and relevant experience to undertake this project.
The shortlisting criteria are
(1) Core business and number of years in business over Ten (10) years
(2) Technical and managerial organization (organizational structure well defined and explained with organogram)
(3) Availability of appropriate skills among staff (experience in the task as defined)
(4) Experience in similar assignment and have a fully developed system covering all of Ghana.
(5) Experience with integrating postcodes into similar systems
(6) Experience in working in similar conditions and environment.
(7) Experience in nationwide outreach campaign for adoption of a system
