Tender Description:
The Government of the Republic of Ghana has received a Loan from the Export-Import Bank of Korea (‘Bank’) from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the amount of Ninety Million US Dollars (USD 90,000,000) towards the cost of ‘The Establishment of University of Environment and Sustainable Development, Project, Bunso (‘UESD Bunso Project’) and intends to apply a portion of the proceeds of this loan to payments under the contract for ‘the Procurement for The Establishment of University of Environment and Sustainable Development Project, Bunso’.

2. The Ministry of Education (the ‘Project Executing Agency’), the Republic of Ghana invites sealed bids from eligible Bidders for the Procurement for the Establishment of the University of Environment and Sustainable Development (UESD) Project, Bunso.

(i) Construction works for:
- Total Gross Floor: 43,237m² (excluding deck area) which consists of Headquarters, School of Agriculture, School of Engineering and other Supporting Facilities.

(ii) Supply and Installation of Educational Equipment and ICT System
- Educational Equipment and Furniture for Schools, Laboratories, Workshops and Supporting Facilities.
- ICT Network (Wired/Wireless Network) System in the Campus
- ICT Hardware System (Equipment) of the Campus Information System
- ICT Software System (Campus Information System, E-Library System, Groupware System, Homepage System)

(iii) Capacity Building
- Overseas Training in Korea
- Local Training in Ghana (Korean Expert Dispatch)
- Master’s Degree Program in Korea

(iv) Post-project Operational Support (Maintenance Manpower Support for two (2) years after the completion of the Project)
- ICT Equipment and Software
- Curriculum Implementation

Additional Information:
Bidding will be conducted through Competitive Bidding (CB) procedures specified in the Guideline for Procurement under EDCF Loans and is open to all eligible Bidders that meet the following qualification criteria of which more details are described in Section III-Evaluation and Qualifications.

(a) All the Bidders and other parties constituting the Bidder shall have the nationality of the Republic of Korea. The Bidder may form a Joint Venture or Association (JVA), which shall include at least a Construction Firms and an Educational equipment and/or ICT system supplier, or solely as single entity is also eligible. For the service of capacity building and/or Post Project Operational Support, the Bidder is required to subcontract the services

(b) For all bidders

(i) All pending litigations shall be treated as resolved against the bidder and so shall in total not represent more than fifty (50) percent of the bidder’s net worth. (Each partner in the JVA shall meet the requirement).

(ii) Bidder’s last three (3) years average net worth and net profit shall be positive, respectively. (Each partner in the JVA shall meet the requirement).

For Construction Works

(i) Having at least one (1) general Building Construction Work which was successfully completed as main Contractor in or outside the Bidder’s country in last ten (10) years: from the issuing date of IFB:

(ii) Having at least one (1) Construction Work of Educational and/or Research Building (not Renovation Work) of which value amounts to USD 40,000,000 or more, successfully completed as main Contractor in or outside the Bidder’s country in last ten (10) years from the issuing date of IFB:

(iii) Having at least one (1) Construction Work of Educational and/or Research Building (not Renovation Work) with Gross Floor Area of more than 25,000 m2 which was successfully completed as main Contractor in or outside the Bidder’s country in last ten (10) years from the issuing date of IFB:

(iv) Having average Annual Turnover of USD100,000,000 or more for the last three (3) years (at least one of any partner must meet more than sixty (60) percent of the requirements and each partner must meet more than thirty (30) percent of the requirements);

(v) Having the Cash-Flow requirements of USD 10,000,000 or more (at least one of any partner must meet more than sixty (60) percent of the requirements and each partner must meet more than thirty (30) percent of the requirements);

(d) For Educational Equipment and/or ICT System

(i) Having at least one (1) Contract for the Supply and Installation of Educational Equipment and/or ICT System of which amounts to USD 10,000,000 or more for the last ten (10) years from the issuing date of IFB;

(ii) Having average Annual Turnover of USD 40,000,000 or more for the last three (3) years (at least one of any partner must meet more than sixty (60) percent of the requirements and each partner must meet more than thirty (30) percent of the requirements); and
(iii) Having the Cash-Flow requirements of USD 4,500,000 or more (at least one of any partner must meet more than sixty (60) percent of the requirements and each partner must meet more than thirty (30) percent of the requirements).

Both of the hardcopy and softcopy of bids must be delivered to the address and email address below. The hardcopy with CD of the Bids must be hand-carried to the address below at or before 17:00(GMT+0), September 25th 2020, along with the evidence (e.g. copy of air courier bill) that the Bidder has sent out the hardcopy of Bids.
The Bids will be accepted if the “sending time” from the bidder’s country shown in a copy of air courier is within the 17:00(GMT+0), September 25th 2020. In addition, softcopy (PDF form) of bids must be sent to the email address below at or before 17:00(GMT+0), September 25th 2020. Softcopy will be accepted if the ‘sending time’ of the bidder’s email is within the 17:00(GMT+0), September 25th 2020. The Ministry of Education will confirm receipt of each bid. A bid shall be with Bid Security at the amount of at least USD 1,500,000. The Bid Security shall be valid for twenty-eight (28) days beyond the original validity period of the bid. Late bids shall be rejected. Bids will be opened and videotaped in the presence of the Bidder’s representatives who choose to attend. The record including the video file shall be distributed to all Bidders regardless of their attendance. The Employer is to give further notice confirming the date and place for Pre-bid meeting (on-line) and bid opening (Technical, Price).

The Ministry of Education will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids
