- The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the SEIP, and intends to apply part of the proceeds for consulting services. Under the SEIP, Government will use scholarships as incentives to encourage more students, especially girls, to stay in school by addressing poverty-related constraints to their enrolment and retention in senior high schools.
The development and leveraging of a state-of-the-art and real-time Information & Communication Technologies (ICT) platform for management and monitoring of the scholarship disbursement and various other project-related activities comprises an integral feature of the SEIP. To this end, already, Phase 1 of the platform – which involved the development of a sophisticated platform for school mapping, monitoring, related data management, and citizens’ feedback (see www.GhanaSchoolsInfo.org) – has been developed and launched. But now, in addition to geospatial mapping of the schools along with tracking the total number of students and their gender distribution - there is also a need to keep a more granular level, detailed individual track record of each student on a geospatial basis. These details would include student’s academic performance and any special needs. This would give an ability to track and monitor a school & its teachers’ performance by aggregating the students’ performance as well call-in data for subsidy management to enhance timely aggregation to facilitate prompt payments to the schools.
To achieve the above, the consulting services (“the Servicesâ€) include design and implementation of a data management system (or Phase 2 of the school mapping portal) to facilitate data consolidation on the scholarship scheme, student performance tracking, infrastructure monitoring, baseline data collection, student registration and subsidy management, and lastly provide advisory services to install a local server as a ‘mirror’ to the cloud-based hosting solution. This consultancy will also provide sufficient skills building and training to manage and update the system through the use of local resources in GES in order to provide a long-term sustainable solution.
The Ministry of Education and the Ghana Education Service, the implementing parties, on behalf of the Government of Ghana, now invites eligible consulting firms, including joint ventures (“Consultantsâ€) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications, relevant experience and appropriate resources to perform the Services. The short listing criteria are:
• Core business and numbers of years in business;
• Technical and managerial Organization of Firm;
• Availability of appropriate skills among staff;
• Firm’s experience in similar assignment;
• Firm’s experience in working in similar conditions or environment
Interested firms should provide sufficiently detailed information to allow assessment of their qualification and experience.
