SPECIFIC PROCUREMENT NOTICE
PROCUREMENT OF HIV RAPID DIAGNOSTIC TEST KITS
MOH/2016/ICB/B.2.8/06
1. The Ministry of Health has through the Ghana AIDS Commission, received funding support from the Government of Ghana and the Private Sector toward the costs of HIV/AIDS prevention and control activities, and it intends to apply part of the proceeds of this support to eligible payments under the proposed contract for supply of HIV Rapid Diagnostic Test Kits for which this invitation for bid is issued.
2. The Ministry of Health now invites sealed bids from eligible bidders whose products have been manufactured at a site compliant with the requirements of ISO 13485:2003 or an equivalent quality management system recognized by a regulatory authority which is a member of Global Harmonization Task Force (GHTF) for the supply of the HIV Diagnostic Test kits listed under Schedule VI: Schedule of Requirements.
3. The product must be registered with the Ghana Food and Drugs Authority (FDA) by the time of bidding and therefore only Manufacturers or Suppliers who possess valid FDA Registration Certificates can participate in this Bid
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the Ghana Public Procurement Law, 2003 (Act 663) and is open to all bidders from eligible source countries as defined in the Guidelines of the Public Procurement Authority of the Republic of Ghana.
5. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the address given below (Paragraph 10), from Tuesday 3rd May 2016 09:00 hours to 12:30 hours (local time) and 13:30 hours to 17:00 hours (local time).
6. A complete set of Bidding Documents in ENGLISH may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of Two Hundred United States Dollars (USD $200.00) or equivalent in Ghana Cedis. The method of payment will be cash.
7. The Bidding Documents will be couriered to interested bidders upon payment of an additional amount of One Hundred United States Dollars (USD$100.00) or equivalent in Ghana Cedis. Upon receipt of evidence of payment, the Ministry will promptly dispatch the documents by courier to the buyer but no liability shall be accepted for loss or late delivery of documents.
8. Bidders can quote for any number of lots provided they have registered the product with the Ghana Food and Drugs Authority. To be responsive, a bidder shall quote for all items in the required quantities for each lot. Bids will be evaluated and a contract awarded on a lot-by-lot basis. Bidders who do not offer all the items under a selected lot shall be rejected as incomplete.
9. Sealed Bids must be delivered to the address below at or before 10.00 am (local time) on 16th June, 2016. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives, who choose to attend in person at the address below at 10.00am (local time) on 16th June, 2016.
10. A Bid Security of not less than 2% of total Bid Price in any freely convertible currency shall accompany each bid. The Bid Security shall be in the Form of a Bank Guarantee. Insurance
Bonds shall not be accepted. Bids submitted without Bid Securities would be rejected as non-responsive.
