Assignment Title: SELECTION OF EXTERNAL VERIFICATION AGENCY FOR COMMUNITY PERFORMANCE-BASED FINANCING (CPBF) PILOT PROJECT

This Request for Expression of Interest (REOI) follows the General Procurement Notice for the Project that appeared in the United National Development Business (UNDB) online on 24th July 2015.
The Ministry of Health has received financing from the World Bank toward the cost of the Maternal and Child Health & Nutrition Improvement Project (MCHNP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Servicesâ€) include the verification of quality and quantity of the incentivized CPBF Quantity and Quality indicators reported by the Community Health Teams (CHTs), as well as review the records to ascertain the Quantity and Quality of services provided under a pilot Community Performance-based Financing Project (CPBF) in two districts each in four regions namely Volta, Upper East, Upper West and Northern Regions in Ghana. The CPBF seeks to use financial incentives to influence health providers at the community level to positively change their service provision behavior to increase demand and utilization of healthcare services. The External Verification Agency (EVA) will be expected to review and certify the reports of the Internal Verification Team used for payments under the Community Performance-based Financing (CPBF) pilot. In addition, the Agency will conduct an independent assessment of the quality and quantity of CPBF indicators for counter-verification of the Internal Verification Team (IVT) reports. The methodology will include but not limited to Field visits, Interviews, Audits and Surveys. The frequency of the verification will be quarterly. The overall level of effort in the duration of the assignment over the 30 months implementation period is estimated to be 7 months (20 days for each quarterly report for 11 quarters).
The Ministry of Health now invites eligible consulting firms (“Consultantsâ€) who have significant expertise to indicate their interest in providing the Services. Interested Consultants should provide information stated below demonstrating that they have the required qualifications and relevant experience to perform the Services as shown below:
1. A statement of capability detailing a pertinent history of the firm, core competencies, size of firm, as well as that of your workforce, highlighting their education and technical experience as it relates to your firm.
2. The general experience and specific experience of the firm in relation to this assignment including Clientele as well as the past customers for whom your firm has done similar work.
3. Availability of Appropriate skills among staff
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelinesâ€), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The firm must be independent of the MoH and its agencies as well as the NGOs involved in the CPBF and paragraph 1.9 of Consultant Guidelines
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consulting Firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011, revised July 2014.
