Description:
Consulting Services for Assessment Study, Support in Procurement of Civil Works Contract and Monitoring Supervision Services for the Construction/Rehabilitation of Selected Roads in Low Income Communities in Northern and Upper East Regions for an Output and Performance Based Road Contract (OPRC) under Design, Build and Transfer (DBT) Methodology.

The Government of the Republic of Ghana has received a credit under the Transport Sector Project from the International Development Association (IDA) to improve mobility of goods and passengers through reduction of travel time and vehicle operating costs and to improve road safety standards. The Client intends to apply part of the proceeds for the Phases 1 and 2 of the above consulting services.

The primary objective of the assignment is to prepare basic conceptual designs and bid documents for the improvement of about 18km of selected roads in low income communities in Tamale Metropolis (11km) and Bolgatanga Municipality (7km) and to assist the Client during the works procurement process. There must be emphasis on the needs faced by all road users (related to age, income and gender) and the consequent travel strategies adopted by them to fulfil their needs. There must also be emphasis on the needs of interventions to enhance the safety of all road users and accessibility to economic centres.


The services shall include, among others, the following:
Phase 1:
1. Review of selected roads within urban road networks to determine consistency of approach to improve selected roads
2. Collection of existing pavement characteristics and condition.
3. Engineering and geotechnical studies.
4. Traffic counts, vehicle categories, overloading and future growth
5. Identification of all road users along project roads and incorporate in concept design.
6. Conceptual design: Options and Cost Benefit Analysis, Road Structure design, Technical viable options, Cost benefit analysis.
7. Environmental, social and other screening
8. Prepare bidding documents
Phase 2: Assist with procurement activities
Phase 3: Potential downstream assignment for the monitoring Supervision of the construction

The expected duration of the assignment (Phases 1, 2 and 3) is about three years from commencement. More details on the services are provided in the Terms of Reference.

The Ministry of Roads and Highways represented by the Department of Urban Roads now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

The primary shortlisting criteria are (i) experience with the development and implementation of performance-based contracts that include new construction, rehabilitation and maintenance services; (ii) experience with road condition assessments from collecting the actual information and data, undertaking the assessments and providing options to be considered for potential implementation, (iii) experience in the supervision of road projects.
