1.0 BACKROUND INFORMATION
1.1. 1.1 Beneficiary country
The Government of the Republic of Ghana has received financing from the African Development Bank towards the cost of Ghana Institutional Support Project (GISP) and intends to apply part of the agreed amount for this grant to payments under the contract for procurement of consultancy service for the Parliamentary Service of Ghana under the Ghana Institutional Support Project (GISP) for the establishment of a Scrutiny Office within the Parliament of Ghana.

The contracting authority is the Parliamentary Service of Ghana.
2.0 PROJECT BACKGROUND
Parliaments, the world over, exist to ensure transparency and accountability in the governance process. Through their core functions of lawmaking and oversight, Parliaments hold governments accountable on behalf of the people, ensuring that governments’ policies and actions are both efficient and commensurate with the needs of the public. Parliament's role is crucial in checking excesses on the part of officials that have the mandate to disburse State resources.
In carrying out these important duties on behalf of citizens, Parliaments need to have access to timely, up-to-date, accurate and well-researched independent information for effective oversight and decision-making.
Rationale for the Establishment of a Scrutiny Office
Given the current state affairs, it has become necessary for Parliament to establish a Scrutiny Office to provide high quality research that is independent of the Executive in order to assist the Leadership and Committees of the House. The Scrutiny Office will engage in providing services for the conduct of independent expert analyses of policy measures, including the scrutiny of international loan agreements introduced in the House. The quality of information that would be provided is critical in ensuring that MPs are well informed and knowledgeable on the issues that are brought to them for approval.
The GISP /Parliamentary Service of Ghana now invites eligible Individual Consultants to submit typewritten letters and curriculum vitae indicating that they are qualified to perform the services for the position described above. These should include:
a) Qualifications and general work experience
b) Description of similar assignments
c) Experience in similar conditions and demonstration of skills
