- The Government of Ghana has received a grant from the International Development Association (IDA) towards the implementation of the Greater Accra Metropolitan Area Sanitation and Water Project (GAMA-SWP), and intends to apply part of the proceeds for Individual consulting services as Assistant Engineers/Project officers to assist in the delivery of household toilet program in each of the eleven (11) participating Metropolitan and Municipal Assemblies (MMAs), comprising:

8. Ga South Municipal Assembly, Weija
9. Ga Central Municipal Assembly, Sowotuom
10. La Nkwantanan Municipal Assembly, Madina
11. La Dadekotopon Municipal Assembly, La
The objective of the GAMA SW project is to increase access to improved sanitation and improved water supply in the Greater Accra Metropolitan Area (GAMA), with emphasis on Low Income Urban Communities (LIUCs), and to strengthen management of environmental sanitation across the GAMA.
The project is designed to benefit:
• At least 250,000 people living in selected LIUCs (defined as those in which at least 75% of households live in a single room, and at least 75% of households use public toilets or other unacceptable sanitation facilities) within the GAMA, who will gain access to improved sanitation and water services;
• The population of the GAMA in general, who will benefit from improved planning, implementation and management of environmental sanitation services and reduced pollution.
The project has been implemented for three 3 years and has about two more years to close. During midterm review of the project, it was recommended to fast track and scale up the project implementation and results by engaging eleven (11) Assistant Engineers/Project officers to support the MMAs in the delivery of household toilets which is a key component of the project.
Implementing Agency
The Sanitation component of the GAMA Project is being implemented by the Ministry of Local Government and Rural Development (MLGRD), operating through the Local Government Project Coordinating Unit (LGPCU) and the Project Implementation Units (PIUs) of the eleven participating Metropolitan and Municipal Assemblies (MMA) in the GAMA.
The assistant engineers/Project officers are therefore required to support the PIUs in each participating MMA to increase the delivery of household toilets and to provide technical support to GAMA MMAs household toilet delivery team to ensure the completion of works at the expected quality within the anticipated execution period and cost, including:
Specific Activities to be undertaken by the Assistant Engineers/Project officers will include inter alia:
• Provide technical support to GAMA MMAs household toilet delivery team to ensure the completion of works at the expected quality within the anticipated execution period and cost.
• Follow up on the construction activities during the construction of the MMA school toilet facilities.
• Ensure household toilets are constructed within cost, specification and within the agreed timelines
• Participate in MMA household toilet meetings and action planning and periodic coordination and progress meetings on site during the construction of school toilets.
• Undertake verification of all toilets constructed in the MMAs where necessary or capture data on all completed household toilets for verification by an independent verification agency.
• Undertake or ensure that environmental and social screening are carried for all sites proposed for household toilet construction;
• Monitor and ensure compliance with environmental and social management requirement for the construction of household and school toilets facilities;
• Check and approve materials used for construction and ensure that toilets are constructed according to agreed specifications and cost;
• Provide support to the LGPCU and MMAs in setting up and maintaining a relevant technical and financial database of all household and schools toilets being constructed under the Project
• Inform LGPCU and MMAs of any problems which arise or might arise in connection with household toilet delivery/school sanitation facilities and make recommendations for their solution;
The assignment is expected to be undertaken within a an initial period of one (1) year, including a probation period of three (3) months and may be subject to renewal based on satisfactory performance at the end of year one (1)
The Ministry of Local Government and Rural Development now invites eligible Individual Consultants to indicate their interest in providing the Services as indicated above by submitting their curricula vitae towards selection for the assignment.
Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Qualifications
The Assistant Engineer/Project officers shall have the following minimum qualification and experience:
• A minimum of a bachelor degree from a recognised University with relevant hands-on experience in construction management, sanitation or related field.
• A Bachelor degree in Civil Engineering, Building technology, construction Engineering/Management, water and Sanitation or related field is highly preferable but not restricted
• Must have had at least two (2) years of post-qualification experience;
• Experience in Project monitoring and or evaluation, Project Management will be an added qualification
• Must be computer literate and experienced in the use of Microsoft Office and good report writing skills;
• Have good time management skills and ability to multi-task and work under time pressure;
• Have ability to work effectively in a team.
Eleven (11) individual Assistant Engineers/Project officers shall finally be selected to perform the Services, each providing services for one (1) of the participating MMAs listed above. The selection will be carried through competition among qualified short-listed individuals in which the selection will be based on the ‘Individual Consulting Services selection criteria in accordance with the “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers†dated January 2011 and revised July 2014â€. The Curriculum Vitae of Individuals having the required experience and competence relevant to the assignment shall be assessed and compared, and the best qualified and experienced individuals shall be selected.
