Description:
The Government of the Republic of Ghana (hereinafter called “the Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a credit (hereinafter called “Credit”) toward the cost of the Transport Sector Project, and intends to apply part of the proceeds for consulting services for Financial Audit of International Development Association and Government of Ghana Funded Projects (2016-2018).

The purpose of this audit is to assess the economic, technical, administrative and financial effectiveness in the use of resources by the Coordinating Ministry, Implementing Ministries and Agencies for the two IDA funded projects; Abidjan – Lagos Trade and Transport Facilitation Project (ALTTFP) and Transport Sector Project (TSP) as well as Government of Ghana projects financed through the Consolidated Fund. The financial audits will focus on the performance of the projects in the respective fiscal years.

The Consulting services (“the Services”) shall include the preparation of separate Financial Audit Report for ALTTFP and TSP as well as Government of Ghana projects financed through the Consolidated Fund.

The Assignment shall cover the audit period of three years commencing in 2016.

The Ministry of Roads and Highways (MRH) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The primary shortlisting criteria for selection of Consultants are:
i. Experience in assignments similar in nature and complexity to the above mentioned assignment in the last 10 years;
ii. Similar assignments undertaken in the public sector of Ghana indicating the year in which the assignment was executed;
iii. Experience in financial audit of donor funded projects.

The Expression of Interest dossier must have a table of content and be properly paged.

A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers of January 2011 and revised in July 2014 ("Consultant Guidelines"). The attention of interested Consultants is drawn to paragraph 1.9 of the Consultant Guidelines setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
