Description:
The Government of Ghana, acting through the Ministry of Local Government and Rural Development, is implementing the Greater Accra Metropolitan Area (GAMA) Sanitation and Water Project (GAMASAWAP), funded through an IDA grant. The GAMA consists of 11 Metropolitan and Municipal Assemblies (MMAs) in the Greater Accra Region.

The objective of the project is to increase access to improved sanitation and improved water supply in the Greater Accra Metropolitan Area (GAMA), with emphasis on low income urban communities (LIUCs), and to strengthen management of environmental sanitation across the GAMA.
The project is designed to benefit:
• At least 250,000 people living in selected LIUCs (defined as those in which at least 75% of households live in a single room, and at least 75% of households use public toilets or other unacceptable sanitation facilities) within the GAMA, who will gain access to improved sanitation and water services;
• The population of the GAMA in general, who will benefit from improved planning, implementation and management of environmental sanitation services and reduced pollution.

The GAMA Sanitation and Water Project consists of four components. This assignment is under component 1 of the Project which is concerned with the provision of environmental sanitation and water supply services to priority low income areas of the GAMA.

The objective of this component is to increase access to environmental sanitation and water supply services in selected low income areas of the GAMA, with a strong focus on liquid sanitation (excreta disposal). The type and level of sanitation facilities and services and water supply will be identified and agreed with each community through a participatory process.

Activities under this component is further complemented by a parallel funding provided by the Global Partnership for Output-Based Aid (GPOBA), which will provide subsidies for on-site sanitation facilities.

Alongside the key objectives of the project, there is further emphasis on hygiene delivery with the intention of providing adequate training on hygiene to the beneficiary households under the project. In view of this, component 1 activities also include the development and implementation of a hygiene and sanitation behaviour change campaign targeted at low-income households, and a major learning and dissemination effort aimed at informing a large-scale institutionalized approach to upgrading sanitation in low-income urban communities in Ghana.

Under hygiene promotion and training, the target is to train at least 250,000 persons in improved hygiene and sanitation practices.

To achieve this, the project intends to apply part of the funds for consultancy services in Training on Sanitation and Hygiene in various low income communities within the GAMA municipalities. The services of hygiene training consultants will be engaged to provide capacity development in hygiene to the participating communities/assemblies


The main objective of this assignment is to:

LOT 1 - Provide training on improved Hygiene and Sanitation Practices to special focus groups and change agents in 5 MMAs. The target is to directly reach at least 6,500 persons who would act as change agents or role models in advancing hygiene practices in the targeted communities.

LOT 2 - Provide training on improved Hygiene and Sanitation Practices to special focus groups and change agents in 6 MMAs. The target is to directly reach at least 4,500 persons who would act as change agents or role models in advancing hygiene practices in the targeted communities.

Notes:
MMAs in LOT 2 - Ga South Municipal Assembly (GSMA), Ga Central Municipal Assembly (GCMA), Ga West Municipal Assembly (GWMA), Ga East Municipal Assembly (GEMA), La Nkwatanang Madina Municipal Assembly (LANMA) and Adenta Municipal Assembly (AdMA).

MMAs in LOT 1 - Accra Metropolitan Assembly (AMA), Tema Metropolitan Assembly (TMA), Ledzokuku - Krowor Municipal Assembly (LEKMA), La Dadekotopon Municipal Assembly (LADMA) and Ashaiman Municipal Assembly (ASHMA)


The target groups are; Managers of CHPs Compounds/Local Health Centers, One-mother groups, Environmental Health Officers (EHOs), CDOs, SHEP, and other identifiable target groups.

The Consultant(s) shall provide hygiene training to GAMA /Metro-municipal Assemblies (MMAs) Communities and Schools in Hygiene Promotion and Sanitation Delivery.

The Scope shall cover:
• Safe sanitation practices
• Personal and Household Hygiene
• Food Hygiene
• Household water treatment and storage (for training on Household water treatment and storage, the consultant will be expected to indicated number of households reached with training on HWTS)
• Development of training toolkit
• Cholera response, management and containment

As part of reporting, the consultant is expected to include flyers/toolkit for hygiene education and training. The assignment is expected to be undertaken within a period of 12 months, and expected to start immediately after selection.

The Ministry of Local Government and Rural Development now invites eligible firm to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Firms are allowed to express interest in any lot, or all lots. A maximum of two firms shall finally be selected to perform the Services. The Selection will be based on the Consultant Qualification Selection (CQS) in accordance to the “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011”. Consultant having the required experience and competence relevant to the assignment shall be assessed and compared, and the best qualified and experienced firm shall be selected. Only the selected firm shall be asked to submit a combined technical and financial proposal and, if such proposal is responsive and acceptable, be invited to negotiate a contract. Both technical and financial aspects of the proposal may be negotiated.

The short listing criteria are:
• A brief description of the organisation including its legal status
• An outline of at least two (2) recent experiences on assignments of a similar nature. For each assignment, the outline should indicate, inter alia, duration of the assignment, contract amount, and the activities undertaken by the firm.
• Specific experience of firm or key staff in Ghana
• Availability of staff with appropriate skills and Experience
• A brief methodology on the strategies to be employed in undertaking the assignment


Shortlisted firms shall be compared using the criteria below:

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
