Description:
The Government of Ghana has received funding from the World Bank towards the cost of implementation of the Greater Accra Metropolitan Area Sanitation and Water Project (GSWP) through the Ministry of Local Government and Rural Development (MLGRD) and Ministry of Water Resources Works and Housing (MWRWH) and intends to apply part of the proceeds for Individual consulting services as Social Safeguards Specialist to supervise and manage the implementation and monitoring of social safeguards activities and ensure the Project is in compliance with the World Bank Social safeguards policies and relevant Government of Ghana (GoG) policies and laws.
The objective of the Project is to increase access to improved sanitation and improved water supply in the GAMA, with emphasis on low income communities and to strengthen management of environmental sanitation in the GAMA.
The project is designed to benefit:
• At least 250,000 people living in selected LIUCs (defined as those in which at least 75% of households live in a single room, and at least 75% of households use public toilets or other unacceptable sanitation facilities) within the GAMA, who will gain access to improved sanitation and water services;
• The population of the GAMA in general, who will benefit from improved planning, implementation and management of environmental sanitation services and reduced pollution.

Project Safeguards Issues
The Project is in World Bank environmental category A classification due to the potential adverse environmental and social impacts that are envisaged to result from the implementation of the project activities. Specifically, the Project triggers the World Bank’s Environmental Assessment Policy (OP4.01) and Involuntary Resettlement Policy (OP 4.12), and project implementation will be carried out consistent with the Bank’s safeguards policies. In pursuant to the requirements of the World Bank’s, Environmental and Social Management Framework (ESMP) and Resettlement Policy Framework (RPF) were prepared by the Government of Ghana as requirement for the implementation of the GAMA Project. The Ghana environmental assessment legislation are applicable for the Project implementation. Overall, the environmental and social impacts of the project is expected to be positive, through its support for infrastructure provision for improved water supply, increased access to basic sanitation, and improved natural and socioeconomic environment.
Scope of Services
The Social Safeguards Specialist will lead the implementation and monitoring of social safeguards activities and ensure the Project is in compliance with the World Bank Social safeguards policies and relevant Government of Ghana (GoG) policies and laws. The Social Safeguards Specialist should be conversant with the Ghana Environmental Protection Agency’s (EPA) regulations and procedures and the World Bank’s safeguard policies, instruments and their application. Particular attention will be on the World Bank safeguards policy (OP4.12) Involuntary Resettlement. The Social safeguards Specialist’s level of understanding should be adequate enough to facilitate the training and other capacity related activities on social and environmental safeguards for the project.
Duration of assignment
The assignment is expected to be undertaken within a an initial period of one (1) year, and may be subject to renewal based on satisfactory performance at the end of year one (1)

The Ministry of Local Government and Rural Development now invites eligible Individual Consultants to indicate their interest in providing the Services as indicated above by submitting their curricula vitae towards selection for the assignment. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Qualifications
• Have a minimum of a master’s degree in Social Sciences or related field
• Have at least 5 years of post-qualification, practical experience in social safeguards assessment and management, sustainable development, social protection, project implementation and capacity building.
• Be familiar with World Bank Safeguard policies, procedures and application; and conversant with Ghana EPA’s environmental assessment regulations and procedures;
• At least 3 years’ experience as a safeguards specialist on similar projects.
Key Skills, Knowledge and Competencies
The applicant should have:
• Appreciable knowledge of Ghana’s Decentralization system and proven ability in working with the structures.
• Experience in social safeguards assessment, planning and implementation in Ghana
• Experience in safeguards assessment, planning and implementation and safeguards capacity development on World Bank -funded or other donor -funded projects.
• Experience in working on urban development programmes and be able to relate well with urban communities and local government institutions.
• Completed assignments and work activities with concern of accuracy, demonstrating attention to detail and thoroughness of performance.
• Ability to regularly review or check work to reduce errors and improve organisational systems/performance.
• Experience with environment and social institutions and their roles in governance at the national, regional, districts and community levels in Ghana
• Ability to write accurate reports
• Experience in the implementation of donor funded projects.

Only one (1) individual Social Safeguards Specialist shall finally be selected to perform the Services. The selection will be carried through competition among qualified short-listed individuals in which the selection will be based on the ‘Individual Consulting Services selection criteria in accordance with the “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011 and revised July 2014”. The Curriculum Vitae of Individuals having the required experience and competence relevant to the assignment shall be assessed and compared, and the best qualified and experienced individuals shall be selected.
