Description:
The Electricity Company of Ghana Ltd (ECG) is responsible for electricity distribution in southern Ghana, where it currently serves about 2.95 million customers.
The existing distribution network of ECG as at December, 2014, comprises about 16,538 km of 33 kV network 15,469 km of 11 kV distribution network and approximately 67,342 km of low voltage distribution network (overhead lines and underground cables).
ECG receives power from the Ghana Grid Company Ltd (GRIDCo) through Bulk Supply Points (BSPs). As at June, 2016, there were 28 no. BSPs supply power to ECG. From these BSP’s, power distribution is done through 101 no. Primary Substations (33/11kV) and over 20,816 no. Secondary Substations. Present System Aggregate Technical & Commercial (AT&C) losses as at December, 2015 are estimated at 22.72% of Energy purchases.
ECG has been experiencing a cumulative annual growth rate (CAGR) of 7.3 % in demand for the last five (5) years. From the recent ECG Demand and Energy Forecast Study, the base case energy consumption is expected to grow at an annual average rate of 5.70% for the initial five forecast years (2016-2020) and 5.50% for the whole forecast period (2016-2025). Demand, on the other hand, is expected to grow at an average rate of 6.98% for the first five forecast years and 6.13% for the entire forecast period.
ECG has various customer categories in its operational areas. Over the years, the company has been experiencing power outages leading to poor network reliability indices, which are not meeting the industry standard. Effects of supply outages on these customer classes ought to be quantified. These figures will assist the company to undertake Reliability-centered Planning works and also quantifies the cost of un-served energy to customers, ECG and Ghana as a whole. The un-served energy costs will represent the value that electricity users attribute to security of electricity supply, and the estimates could be used to provide a price signal about the adequate level of security of supply in Ghana. A study will therefore be required to arrive at the cost of un-served energies to various customer classes. It will also be used in a variety of policies, and market design contexts.

The objective of the study is to come out with quantitative methods for different voltage levels within ECG’s network and economic models for different sectors of the Ghanaian economy.
The consulting services (“the Services”) include the following tasks;
Task 1: Data Gathering
Task 2: Carry out a study into ECG’s operations to identify activities/issues in ECG leading/contributing to un-served energy/loss of revenue.
Task 3: Develop a Quantitative Model for estimation of Un-served Energy for different voltage levels in ECGs network
Task 4: Develop Economic Models for estimating cost of un-served energy for different sectors of the Ghanaian economy
Task 5: Assessment of the Cost of Un-served Energy for different sectors of the Ghanaian economy
Task 6: Assessment of the impact of Un-served Energy on ECG’s Revenue Requirements
Task 9: Training & Capacity Development

The Electricity Company of Ghana Limited now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
• General and years of experience of the firm(s)
• Summary of similar consultancies of the firm(s)
• Availability of appropriate skills amongst staff
• Demonstrated capacities to handle such assignments
