- The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Ghana Energy Development and Access Project III (GEDAP III), and intends to apply part of the proceeds for consulting services.
The Electricity Company of Ghana Limited (ECG) is a state-owned utility responsible for the distribution and retail of Electricity to customers in six regions out of the ten regions in Ghana, namely Greater Accra, Volta, Eastern, Ashanti, Western and Central Regions.
ECG receives power from the Ghana Grid Company Ltd (GRIDCo) at the Bulk Supply Points (BSPs). At the BSPs, power is stepped down via power transformers from 161 kV at the GRIDCo end to 33 kV or at 11 kV (in some areas).
In the Urban centers, there are some express 33 kV sub-transmission networks linking the BSPs to 33/11 kV step-down primary substations. There are some 11 kV primary distribution feeders emanating from these primary sub-stations serving several customers (some at the 11 kV and the 0.4 kV voltage levels). In the peri-urban centers, there are also 33 kV distribution feeders emanating from BSPs and other primary sub-stations which steps down power at 0.4 kV to serve other customers. In both the urban and the peri-urban centers, there are extensive low voltage (LV) networks distributing power to customers.
Suppressed demand is very critical for proper demand and energy forecasting of a power system. It is again critical for the robust planning of an electrical network. It is defined as a desire to consume a product or service but due to barriers, this desire is not met. In simple language, suppressed demand is the unmet demand. These barriers include low income, poor infrastructure and low level of technology.
Over the years, the Electricity Company of Ghana Ltd (ECG) has been relying on a Suppressed Demand study undertaken by the Acres International of Canada in 1995. Since the time that this study was conducted, there have been several network interventions and that might have affected the suppressed demand value estimated by the Acres International. There is therefore the need to undertake a new study to arrive at a figure that will be reflective of our current network situation.
ECG intends to apply part of the funds under GEDAP III towards the Consultancy Services for Estimation of Level of Suppressed Demand in ECG. The objective of the consultancy is to carry out a detailed Suppressed Power Demand Assessment for the existing distribution network of ECG.
ECG requires the services of a suitably qualified Consultant to provide Consultancy Services for Estimation of Level of Suppressed Demand.
The consulting services (“the Servicesâ€) include following key tasks;
• Undertake a study for the identification/categorization of barriers/constraints to electricity consumption
• Undertake a study for the estimation of suppressed demand in the ECG network based on barriers/constraints categorizations with the aid of operational and planning data
• Undertake a study to project/forecast the total suppressed demand over a 10 year planning horizon by taking into consideration planned investments projects in distribution, transmission and generation sectors of Ghana
• Update the existing demand & energy forecast model of ECG to cater for future anticipated suppressed demand
• Develop a work plan to minimize the level of anticipated suppressed demand in ECG within the planning horizon
• Produce a detailed report for the study
The Electricity Company of Ghana Limited now invites eligible consulting firms (“Consultantsâ€) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
• General and years of experience of the firm(s)
• Summary of similar consultancies of the firm(s)
• Availability of appropriate skills amongst staff
• Demonstrated capacities to handle such assignments
