Description:
The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Ghana Energy Development and Access Project – Second Additional Financing, and intends to apply part of the proceeds for consulting services.
The Electricity Company of Ghana Limited (ECG) is a state-owned utility responsible for the distribution and retail of Electricity to customers in six regions out of the ten regions in Ghana.
ECG receives power from the Ghana Grid Company Ltd (GRIDCo) at the Bulk Supply Points (BSPs). At the BSPs, power is stepped down via power transformers from 161 kV at the GRIDCo end to 33 kV or at 11 kV (in some areas).
In the Urban centers, there are some express 33 kV sub-transmission networks linking the BSPs to 33/11 kV step-down primary substations. There are some 11 kV primary distribution feeders emanating from these sub-stations serving several customers (some at the 11 kV and the 0.4 kV voltage levels).
In the peri-urban centers, there are also 33 kV distribution feeders emanating from BSPs and other primary sub-stations, which step down power at 0.4 kV to serve other customers. In both the urban and the peri-urban centers, there are extensive low voltage (LV) networks distributing power to customers.
The company has been experiencing high-demand growth in the urban centers which is stretching its network beyond its limits. This has resulted in high system losses, increased suppressed demand and low customer end voltages. These have further led to deteriorated state of its distribution network and equipment failure reducing reliability of power supply and outage response time. This situation has compelled the company to embark on a number of investment projects to help address these challenges.

In an effort to reduce overall system losses and to improve system reliability and voltage profiles at customer ends, ECG wishes to undertake a detailed study into ascertaining whether or not to convert from the current Sub-transmission & Primary Distribution voltage levels to higher voltage levels in the urban areas.
The consulting services (“the Services”) include following key tasks;
Task 1: System Studies and Analyses

The consultant shall be required to undertake the following;

• Carry out network studies on selected urban sub-transmission primary distribution networks of ECG for the existing voltage levels and propose optimum voltage levels for system conversion.
• Compute and cost the technical losses associated with the existing voltage levels and the proposed optimum voltage levels for system conversion.
• Carry out cost benefit analysis associated with existing and proposed voltage levels.
• Determine economical voltage level for power distribution.

Task 2: Training & Capacity Development for ECG Staff

During the execution of the entire assignment, the Consultant shall provide hands-on training to up to three (3) technical staff each from ECG who will be assigned to understudy the Consultants. At least two (2) weeks of this attachment shall be done in the Consultant’s home office to enable the participants avail themselves of the Consultant’s libraries and planning centers and other such facilities. The proposal of the Consultant shall indicate the approach and the methodology that shall be employed to achieve effective transfer of knowledge to the counterpart staff.

The Electricity Company of Ghana Limited now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
• General and years of experience of the firm(s)
• Summary of similar consultancies of the firm(s)
• Availability of appropriate skills amongst staff
• Demonstrated capacities to handle such assignments
