The Government of the Republic of Ghana has received a loan from the African Development Bank (AfDB), hereinafter referred to as the “Bank” towards the cost of Accra Urban Transport Projects (AUTP) and intends to apply a portion of the proceeds of this loan to eligible payments under the contract for Consulting Services for Monitoring and Evaluation of the Project’s Social – Economic Impact (EOI No. DUR/AfDB/AUTP/LCS/SERV/08/2017)

The objectives of this assignment are:
a. Compile and manage information on the level of implementation of the different project components through a relational database,

b. Define a baseline situation for project impact monitoring requirements, and

c. Carry out mid-term and post–completion project impact assessments using the same methodology as was used in establishing the baseline situation

In general, the Consultant shall represent the interest of the Client, vis-à-vis the construction contract in any manner related to the construction contract and the proper execution thereof.

The Government of the Republic of Ghana acting through the Ministry of Roads and Highways (MRH), hereinafter referred to as “The Employer” represented by Department of Urban Roads (DUR), hereinafter referred to as “The Implementing Agency” now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

A consultant shall submit only one proposal, either individually or as a joint venture partner in another proposal. If a consultant, including a joint venture partner, submits or participates in more than one proposal, all such proposals shall be disqualified. This does not, however, preclude a consulting firm to participate as a sub-consultant, or an individual to participate as a team member, in more than one proposal when circumstances justify and if permitted by the RFP.

International Consultants are advised to associate with Local firms in the form of a joint venture or a sub-consultancy.

Interested firms must organize their Expression of Interest in the following order:
Chapter 1; i) Company Profile, ii) Legal Status (Certificate of Incorporation), iii) Letter of intent of Association, if necessary, iv) Organizational chart, a list of Board of Directors, and beneficial ownership.
Chapter 2; i) Experience of at least five (5) assignments each with a scope and nature similar to what is stated above during the last 10 years, ii) A summary of similar assignments undertaken as a lead partner, iii) A summary of at least two (2) assignments undertaken in the project country (Ghana) and in Sub Saharan Africa, giving the client name and the year in which the assignment was carried out, and
Chapter 3; i) Experience in donor funded projects. The document must properly be paged, and a table of content provided.
