Description:
The Government of the Republic of Ghana has received a loan from the African Development Bank (AfDB), hereinafter referred to as the “Bank” towards the cost of Accra Urban Transport Projects (AUTP) and intends to apply a portion of the proceeds of this loan to eligible payments under the contract for the Preparation of Project Implementation Manual (EOI No. DUR/AfDB/AUTP/ICS/SERV/01/2017).

The objectives of this assignment are:

a) To develop Financial Manual and Administrative Manual for the project.
b) To prepare Project Implementation Manual (PIM) for the management and implementation of the components of the project.
c) To ensure that the Project Implementation Manual (PIM) to be developed is in accordance with the Government of Ghana (GoG) and the African Development Bank (AfDB) rules and regulations.

In general, the Consultant shall at all times represent the interest of the Client, in respect of the scope of the assignment.

The scope of services to be provided by the Consultant to fulfil the objectives includes but not limited to:
a) Develop Financial Manual and Administrative Manual.
b) Liaise with the Technical Assistant who has developed the Technical Manual to prepare Project Implementation Manual (PIM) that would incorporate the Technical Manual, Administrative Manual and Financial Manual.
c) Clearly define roles and responsibilities including segregation of incompatible duties.
d) Undertake review of the current business processes and prescribe procedures for transaction process-flow required for initiation of request, approval, expenditure control and payments in line with government regulation and best practice.
e) Review and document the process of budget preparation, budget execution and budget control in line with established government regulation and best practice.
f) Review of existing Accounting and Reporting Systems and identification of requirements in accordance with the applicable accounting policy as per IFRS or IPSAS framework.
g) Identify and review Internal Controls procedures requirements in relation to effectiveness and efficiency of operations, reliability of information system and compliance with administrative policies, rules and regulations, schedule of project assets and monitoring and effectiveness of internal audit function.
h) Design suitable chart of accounts (COA), prescribe and make recommendations required for processing financial information in the accounting software, taking into consideration the Government of Ghana COA system.
i) Define and design suitable reporting format required for management reports, and interim financial statements in accordance with the applicable accounting framework (IFRS/IPSAS).
j) Review the Bank Disbursement handbook and document the procedures for funds flow between donors, the project and final beneficiaries; special account reconciliation and replenishment application average period, including government counterpart contributions.
k) In line with the government regulation and Bank requirement, describe the frequency, procedure and conduct for the preparation and execution of external audit.
l) In line with the procurement thresholds of the Bank, describe in detail the procurement procedures, procurement plans for all activities and the formats for Procurement Management Reports.
m) Develop a list of performance monitoring indicators to monitor the progress of the project.
n) Review all available documents relevant to the project to attain the objectives of the project.

The Government of the Republic of Ghana acting through the Ministry of Roads and Highways (MRH), hereinafter referred to as “The Employer” represented by Department of Urban Roads (DUR), hereinafter referred to as “The Implementing Agency” now invite eligible individuals (“Consultant’s”) to indicate their interest in providing the Services. Interested Consultant’s should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.


Interested Consultants must organize their Expression of Interest to contain the following:

A curriculum vitae of the Consultant, which illustrates:
• An experience of at least five ( 5) years in similar assignments each with a scope and nature similar to what is stated above during the last 10 years,
• The consultant qualification should include, a professional accountant (ACCA, CA, CPA) with minimum of 5 years post qualification experience
• A summary of similar assignments undertaken as a lead partner,
• A summary of at least two (2) assignments undertaken in the project country (Ghana) and in Sub Saharan Africa, giving the client name and the year in which the assignment was carried out, and
• Experience in donor funded projects. The document must properly be paged, and a table of content provided.
