Description:
The Government of the Republic of Ghana has received a loan from the African Development Bank (AfDB), hereinafter referred to as the “Bank” towards the cost of Accra Urban Transport Projects (AUTP) and intends to apply a portion of the proceeds of this loan to eligible payments under the contract for Consulting Services for the Supervision of the Construction of Pokuase Interchange and Local Roads (EOI No. DUR/AfDB/AUTP/QCBS/SERV/04/2017).

The objectives of this assignment are:
a) To supervise and administer the construction works following the International Contract Conditions for Consulting Engineers.

b) To provide general guidance and issue instructions to contractors and make engineering decisions in consultation with the Client.

c) To ensure high quality and cost control of all the works to be executed.

d) To ensure that works are executed in full compliance with the engineering design, technical specifications, terms and conditions of the contracts, standard engineering practice, and AfDB’s safeguards policy and other documents.

e) To advise the Client on work progress and implementation issues, if any.

f) To carryout post-construction services which will consist of activities in the Defects Liability Period.

g) To demonstrate the efficacy of contract supervision by the firm experienced in the field of the assignment.

h) To promote technology transfer either through International Consultants associating with a Local firm in the form of a joint venture or a sub-consultancy.

In general, the Consultant shall represent the interest of the Client, vis-à-vis the construction contract in any manner related to the construction contract and the proper execution thereof.

The scope of services to be provided by the Consultant to fulfill the objectives includes but not limited to:
a) Design Review
b) Supervision and Contract Administration
c) Safeguards Compliance Monitoring
d) Documentation and Reporting
e) Post Construction Stage

The Government of the Republic of Ghana acting through the Ministry of Roads and Highways (MRH), hereinafter referred to as “The Employer” represented by Department of Urban Roads (DUR), hereinafter referred to as “The Implementing Agency” now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

A consultant shall submit only one proposal, either individually or as a joint venture partner in another proposal. If a consultant, including a joint venture partner, submits or participates in more than one proposal, all such proposals shall be disqualified. This does not, however, preclude a consulting firm to participate as a sub-consultant, or an individual to participate as a team member, in more than one proposal when circumstances justify and if permitted by the RFP.

International Consultants may associate with Local firms in the form of a joint venture or a sub-consultancy.


Interested firms must organize their Expression of Interest in the following order:
Chapter 1; i) Company Profile, ii) Legal Status (Certificate of Incorporation), iii) Letter of intent of Association, if necessary, iv)Organizational chart, a list of Board of Directors, and beneficial ownership.
Chapter 2; i) Experience of at least five (5) assignments each with a scope and nature similar to what is stated above during the last 10 years, ii) A summary of similar assignments undertaken as a lead partner, iii) A summary of at least two (2) assignments undertaken in the project country (Ghana) and in Sub Saharan Africa, giving the client name and the year in which the assignment was carried out, and
Chapter 3; i) Experience in donor funded projects. The document must properly be paged, and a table of content provided.
