- 2. The Government of the Republic of Ghana has received a loan from the African Development Bank (AfDB), hereinafter referred to as the “Bank†towards the cost of Accra Urban Transport Projects (AUTP) and intends to apply a portion of the proceeds of this loan to eligible payments under the contract for the Consulting Services for Technical Assistance to Project Coordination Unit (EOI No. DUR/AfDB/AUTP/ICS/SERV/03/2017).
3. The objectives of this assignment are:
a) To provide support to the PCU in the management and implementation of the components of the project.
b) To ensure that the project components are effectively managed and that outcomes are delivered on track and on time in accordance with the GOG and the Bank rules and regulations.
c) To monitor the performance of the Consultant and Contractors contracted under the project to ensure high-quality, commensurate payment for actual work done
4 In general, the Consultant shall at all times represent the interest of the Client, in respect of the scope of the assignment.
5 The scope of services to be provided by the Consultant to fulfil the objectives includes but not limited to:
a) Management of all contracts financed under the Projects.
b) Monitoring the implementation of contracts financed under the projects, especially with regard to contractor/consultant compliance with the terms/conditions of the contracts, timely delivery of services, quality of deliverables, ensuring commensurate payment for actual work done, etc.
c) Training the PCU/DUR staff in administration of contracts, understanding and interpretation of contracts, time and cost management, quality systems and risk management.
d) Monitoring the implementation of civil works contracts financed under the Project and assist the PCU/DUR to respond to issues that arise under the contracts, particularly with regard to provision of timely responses to Consultants’ deliverables/requests etc.
e) Providing supporting justification to the Deputy Director (Planning and Development) and by extension the Head of the Agency Implementation Team (AIT) with regard to variations within Contracts, especially with regard to civil works contracts.
f) Assisting the PCU in the development and implementation of a Contracts Management database.
g) Reviewing Monthly progress reports of the Supervision Consultant and submit monthly briefs identifying (i) implementation progress, (ii) issues affecting performance of the contract (of Consultants/Contractors or the implementing agency), (iii) recommendations for improvements; (iv) any other relevant issues that may be requested by the Deputy Director (Planning and Development) or the Head of the AIT.
h) Supporting the PCU with the planning, administration and management of the contracts throughout the duration of the contracts.
i) Appraising deliverables submitted by Consultants.
j) Working with the PCU to develop a contract performance review for submission to the Director of DUR at the completion of each contract.
k) Conducting routine site visits and attending all progress site meetings.
l) Overseeing the processing of Interim Payment Certificates from the field to the submission of disbursement requests/applications to the Bank.
m) Liaising with the External Auditors to ensure the timely submission of annual audit report and management letters and following up in consultation with GOG on any recommendation made in the management letter.
n) Undertaking any other contract management related work, as needed.
o) Develop a Technical Manual for the project to be incorporated in the preparation of the Project Implementation Manual (PIM).
p) Liaise with the Consultant preparing the PIM so as to incorporate the Technical Manual into the PIM.
6 The Government of the Republic of Ghana acting through the Ministry of Roads and Highways (MRH), hereinafter referred to as “The Employer†represented by Department of Urban Roads (DUR), hereinafter referred to as “The Implementing Agency†now invite eligible individuals (“Consultant’sâ€) to indicate their interest in providing the Services. Interested Consultant’s should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
7 Interested Consultants must organize their Expression of Interest to contain the following:
o A curriculum vitae of the Consultant, which illustrates:
• A minimum qualification of BSc degree in Civil, Highway or Road Engineering and MSc in Highway/Transportation/Structural Engineering, Project Management or relevant field
• At least 15 years post qualification experience, of which at least 3 years should have been in similar assignments in developing countries, preferably in Africa within the last 10 years at the same position
• Extensive project management experience and specifically be familiar with International Contracts (FIDIC, NEC, ICE, etc) and administration
• Extensive knowledge of the procedures and standard contract documents employed by multi-lateral Banks.
