Feasibility Study To License And Regulate Private Garages To Undertake Vehicle Testing In The Northern Sector Of Ghana.

The Government of the Republic of Ghana has applied for a credit from the International Development Association (IDA) for financing of a feasibility study to license and regulate private garages to undertake vehicle testing in the northern sector of the country. The study would review and recommend the optimal number of GH TSIP (P151026): DVLA: Consultancy Services to develop a system to license and regulate private garages: REOI: No Objection to advertise (2) garages needed to serve the vehicle fleets in the respective urban areas within the defined geographical area. It will also assess the viability of the planned operations in the three (3) Northern regions and will develop implementation and regulatory requirements to assist the DVLA with implementation, also taking cognizance of the fact that motor cycles are predominant. There is a need to improve safety on the roads and the use of equipment-based testing is a key building block to improve the standards of the Ghanaian vehicle fleet. DVLA intends to apply part of the proceeds for the above consulting services.

It is expected that the proposal shall consider the capacity of the private sector to undertake the equipment-based testing. There must also be emphasis on the need to undertake a comprehensive test to promote road safety.


The feasibility study covers the following:
a) Review the capacity of the private sector (fuel stations, maintenance or repair shops, automobile dealers, etc.) to undertake motor vehicle examination
b) Determine the infrastructure and equipment requirements to upgrade the existing facilities to undertake vehicle examinations
c) Test the interest of the private sector to undertake vehicle testing and what their concerns are.
f) Develop a financial model to ensure sustainability given the geographical distribution of vehicles.
g) Review and recommend financing options for the construction of testing facilities by interested parties.
h) Propose a suitable model for implementation
i) Arrange for study tour
j) Prepare an implementation plan with the draft agreement between DVLA and the private sector.

The duration of the assignment for the assignment is 6 calendar months from commencement. More details on the services are provided in the Terms of Reference.

The Driver and Vehicle Licensing Authority now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The primary shortlisting criteria are:
(i) Must show at least 10 years advisory experience on vehicle inspection systems, and
(ii) Must show at least 10 years’ experience with similar project implementation.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications

Interested firms must organize their Expression of Interest by indicating the following:
i) Company Profile, ii) Legal Status (Certificate of Incorporation), iii) Letter of intent of Association, if necessary, iv) Experience of at least two (2) assignments each with a scope and nature similar to what is stated above during the last 10 years (v) A summary of assignments undertaken in the project country (Ghana) and in Sub Saharan Africa, giving the client name and the year in which the assignment was carried out.
