Development of Child Online Protection (COP) Policy and Guidelines for Ghana

The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the eTransform Project, and intends to apply part of the proceeds for consulting services for Development of Policy and Guidelines for Child Online Protection (COP).

Ghana has been engaging with international institutions to ensure adherence to recognised norms and standards and was the first country to ratify the United Nations Convention on the Right of the Child. Although Parliament sought to give effect to its convention obligation by enacting the children’s Act in 1998, it predates the rapid expansion of internet access and is not directed specifically at Child Online Protection. Being a member of ITU and drawing upon its published guidelines for policy makers on child online protection, the Government of Ghana as part of efforts to protect children and young people from cyber predators has constituted a COP steering committee. The committee is to spearhead discussions of key issues relating to the risks and vulnerabilities facing children and young people within cyberspace.

The consulting services (“the Services”) include
a. Conducting field survey to ascertain proportion of children who are online and also have access to child abuse materials.
b. Analyzing and reviewing policy, legal and regulatory framework pertaining to cybercrime particularly concerning child online safety.
c. Collaborating with the Child Online Protection (COP) steering committee, identifying key stakeholders to contribute in the preparation of a national COP policy taking cognisance of the ITU’s COP guidelines to draft COP policy
d. Providing strategy and a 5 year detailed plan to guide the implementation and enforcement of the COP policy
e. Ensuring that Ghana has a comprehensive COP policy which is in line with the ITU COP guideline and the global cybersecurity agenda

The Ministry of Communications now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• The selected firm should be a legally established organization in operations for a minimum of seven years.
• The firm should have five years of international experience in similar assignments, and expertise in policy and analysis dealing with child online protection;
• The demonstration that the firm has appropriate experts/skill mix to undertake the assignment;
• Previous considerable expertise and knowledge in the analysis and review of policy, legal and regulatory framework pertaining to cybercrime particularly concerning child online safety;
• Good working knowledge of the Ghanaian legal and regulatory system;
• Previous experience working on donor funded projects;
