- BackgroundThe Ministry of Gender, Children and Social Protection (MoGCSP) is implementing the LEAP Programme, which aims at reducing poverty in Ghana by providing cash grant to extremely poor and vulnerable households. The LEAP Programme targets beneficiary households for social protection and pro-poor interventions for the poorest, vulnerable and excluded people.The objective of the LEAPprogramme is to reduce poverty by increasing consumption and promoting access to services and opportunities such access to health care services, to increase basic school enrolment, attendance and retention among the extremely poor and vulnerable. The programme is funded by the Government of Ghana with additional financial and technical support from the Department for International Development (DFID), UNICEF and the World Bank.The LEAP programme is continually taking steps to improve the performance of the programme for the benefit of the beneficiaries. The LEAP programme is keen to understand what the beneficiaries’ impressions of the programme’s activities and to assess whether beneficiaries themselves are satisfied with the systems employed. A beneficiary assessment is an investigation of the perceptions of a systematic sample of beneficiaries and other stakeholders to ensure that their concerns are heard and incorporated into project and policy formulation. Perfect execution of this assignment and the adoption of the views of LEAP beneficiaries with respect to their socio cultural conditions will ensure real participation of beneficiaries in the programme and long lasting benefits beyond the cash grants. To attain this objective, the Ministry through LEAP Management Secretariat wishes to engage a firm to conduct a Beneficiary Assessment (BA) to identify and design development activities and highlight any challenges to beneficiaries’ participation in the programme by holding consultations with programme beneficiaries and stakeholders. The aim of this exercise is not to produce statistical representative data (this is already provided for by the impact assessment) but to understand the daily experiences of LEAP beneficiaries such as the problems they face, the strategies they use to deal with these problems and their experiences with the programme services. This will enable the programme determine how to better support beneficiaries to enable them leap out of poverty.Objectives of the assignmentThe objective of this BA is to assess how LEAP beneficiaries and stakeholders perceive and value (i) the programme design, (ii) the activities the programme is implementing, and (iii) the changes that are necessary to enable the programme meet its objectives.This BA will assess how LEAP beneficiaries and stakeholders perceive the programme both in terms of design and implementation with respect to the following areas of the programme:• Targeting • Enrolment• Payments• Case Management• Communication• Programme Implementers (LMU, MoGCSP, RSWO, DSWO and CLICs/CFP)• The need for re-certification, graduation/complementarity and exitScope of the services requiredThe consulting firm will first familiarize itself with the design and operational cycle of the LEAP Programme. This will be done through reading all necessary documentation, interviews with key stakeholders of the Programme and first hand exploration of Programme sites. Upon completion of the document review, the consulting firm will develop and submit an inception report to LEAP Implementing Unit and discuss the findings to ensure that they understand the programme andits operations and are using the appropriate methodology for the assessment. Location and required timescale for the completion of the servicesThe assignment is to be conducted in some selected districts across the country and the duration is fourteen (14) weeks from inception through data collection to the final report.The Ministry of Gender, Children and Social Protection now invites eligible consultants to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
