- The Ministry of Finance has received financing from the World Bank toward the cost of the Public Financial Management Reform Project, and intends to apply part of the proceeds for consulting services.
The overall objective of the consulting service is to identify any flaws pertaining to the GIFMIS application platform including any operational, functional and system design deficiencies that will need to be addressed before the completion of the next phase. The review will cover the four inter-related GIFMIS application platforms ( Budget, Financials, HRMIS and Payroll, ) and IT infrastructure to establish any operational, functional and system design and performance against industry best practice, including the following:
• review the supporting legal framework of the GIFMIS and how best the same can be enforced going forward including suggesting sanctions for non -use of the same to be infused into the PFM Act
• Obtaining a clear understanding of the benchmarks, expected functionality and capabilities of the Ghana Integrated Financial Management Systems.
• Establish whether GoG and stakeholders are receiving value for money for the four inter-related GIFMIS application platforms, and what is required to be undertaken to improve the operation of the systems.
• Articulation of the issues that the current systems face.
3. The selected Consulting Firm will work in close collaboration with the Ghana Audit Service (GAS).
4. For each of the four inter-related systems, the Consultant is to undertake the following:
• Review all contractual agreements relating to the Systems and establish whether contractual obligations have been met.
• Undertake a simple network traffic assessment and analysis as well as traffic within the suggested data centre during peak hours.
• Schedule and conduct detailed interviews with selected stakeholders with pertinent stake in the existing Systems setup across the country.
• Interact with the MDAs that are live on the Systems and confirm the impact on their business processes;
• Interact with relevant stakeholders working with the Systems either in a support, collaborative, forward and backward linkage role
• Assess possibilities for an upgrade which should include development of required interfaces with Electronic Funds Transfer, GRA existing system, CS-DRMS; implementation of the GFS2014 compliant budget classification, business process improvements, reporting, optimal use of the budget module, conversion into a centralized technology architecture, capacity building and SLA for better and a more efficient support arrangements.
• Review hardware systems and identify any gaps and shortcomings that may exist.
• Undertake system performance analysis
• Assess the quality of the suggested enhancements to the Systems following a Quality health check by Oracle Egypt and Ernst & Young
• Assess and comment on the logical design and ICT systems architecture
• Examine the existence of an overall government ICT strategy, IFMIS strategy and other requisite sub-strategies that would equally support smoother implementation of what is intended;
• Focus on capacity to implement the reform, commitment to change at the various levels of government, institutional challenges, organizational arrangements, existing legal framework, Business process re-engineering, technical challenges and how the GOG has gone about solving the technical challenges it has met and whether the solutions are appropriate and sustainable;
• The review should cover budget and account structure since implementing GIFMIS was anticipated to establish common tools. For the government information to be coherent, all administrative units of government at national, regional and MMDA level need to use and adopt a common language in the form of unified budget classifications and charts of accounts. Further, the review should also cover how centralized treasury operations have panned out in the establishment of a single treasury account or where necessary a set of linked accounts and how best to improve what is in place to serve as a function that anchors improved cash planning for improved service delivery at various levels of government;
• Undertake data base analyses for the design and scalability after implementation in readiness for possible future upgrade;
• Assess and comment on the logical design and ICT system architecture;
• Engage the IFMIS vendor and all other stakeholders and get feedback on how the GIFMIS has been implemented;
• Present a draft report for stakeholder review and comments;
• Present a final report incorporating comments from all stakeholders and recommending the way forward.
The Ministry of Finance now invites eligible consulting firms (“Consultantsâ€), to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) General Experience of Firm
b) Specific Experience of Firm in undertaking similar assignments
