Description:
1. The Ministry of Finance has received financing from the World Bank toward the cost of the Public Financial Management Reform Project, and intends to apply part of the proceeds for consulting services.

2. The objective of the assignment is to produce a comprehensive report on the level of satisfaction of the clients of public service organizations with the services provided these organization with the view to improve the effective, efficient and transparent public service delivery.

3. The specific objectives are to:

a) Assess the range of services provided by public service organizations (PSOs);
b) Analyze the accessibility of the services provided by public service organization to their clients ;
c) Assess the level of customer care provided to clients;
d) Assess the level of compliance or adherence of PSOs to their respective Service Charters;
e) Analyze the level of satisfaction of the clients with the services provided by the PSOs;
f) Ascertain the extent to which the services provided by PSOs cost the clients by way of time, resource, energy etc;
g) Assess the quality and timeliness of services provided to clients;
h) Assess the level of transparency and accountability in the service delivery processes;
i) Assess the extent of usage of ICT in the service delivery of PSOs to clients;
j) Identify challenges encountered by clients in accessing the services of PSOs; and
k) Suggest strategies to improve service delivery of PSOs to their clients.


SCOPE OF SERVICE

4. The consultant is expected to carry out the following services:

a) Review the scope of the survey in consultation with the Public Service Commission
b) Determine the appropriate sampling strategy and methods of Data Collection for the Survey;
c) Review and adopt a questionnaire designed by Public Services Commission for the survey;
d) Conduct the Survey;
e) Process and analyze the data to form the basis for the writing of the State of the Public Service Report for 2016 and 2017
f) Write a comprehensive Report using the findings (data / information) generated by the statistical analysis.
g) In carrying out all the above, involve selected staff of the Public Services Commission for the purposes of facilitating knowledge and skill transfer in order to ensure capacity sustainability for future State of The Public Services Surveys.
h) Report to Public Services Commission through the Director, Research, Information, Monitoring and Evaluation Division of the Commission.
EXPECTED OUTPUTS
5. The following outputs shall be submitted by the consultant

a) Outline of Scope of the Survey;
b) Sampling Strategy and Data Collection, Processing and Analysis Methods to be Employed;
c) Questionnaire;
d) Draft State of the Public Service Report for 2016 and 2017
e) Three copies of the 2016 and 2017 State of the Public Service Report (Final Report);
f) Soft copy of the 2016 and 2017 State of the Public Service Report (Final Report);
g) Selected PSC staff equipped with the requisite knowledge and skills in sampling, data collection, processing, analysis and Report Writing;
h) Signed Oath of Secrecy.


6. The Ministry of Finance now invites eligible consulting firms (“Consultants”), to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) General Experience of Firm
b) Specific Experience of Firm in undertaking similar assignments
c) Availability of staff for the assignment
