- The Ministry of Finance has received financing from the World Bank toward the cost of the Public Financial Management Reform Project, and intends to apply part of the proceeds for consulting services.
2. The objective of the assignment is to
a) Assess the effectiveness of communication activities being carried out since inception of the Project.
b) Address communication gaps identified to ensure all stakeholders are effectively informed so as to minimize the possible incidence of resistance to Change
c) Leverage Change management activities to ensure the Change will be embedded with stakeholders being adequately informed, engaged and enabled and overall Reform objectives achieved.
d) Build capacity of the in-house team to undertake change management activities
SCOPE OF SERVICE
3. The Consultant shall undertake the following tasks
a) Review the existing Communication Plan currently being implemented and produce a revised Communication Strategy Document with a detailed plan of communication programme.
b) Establish communication Channels to be adopted and develop contents for the following
- Print Channels
- Electronic Channels
- Social Media Channel
c) Facilitate the organization of the following
- Workshops
- Events
- Media Programmes
- Town Hall Meetings
d) Undertake External communication activities such as
- Featured Articles in leading national dailies
- News items
- Website development
The Ministry of Finance, represented by the Public Financial Management Reform Project now invites eligible Consulting Firms (“Consultantsâ€), to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) General Experience of the firm
b) Specific Experience in undertaking similar assignments
c) Availability of qualified staff
